        "content": "<p>Govt to transfer management of airports to regions<\/p>\n<p>Tantri Yuliandini, The Jakarta Post, Jakarta<\/p>\n<p>In the spirit of decentralization, the government will<br>\ntransfer the management of airports currently not managed by<br>\nstate-owned airport operators PT Angkasa Pura (AP) I and II to<br>\nregional administrations, a Ministry of Communications senior<br>\nofficial has said.<\/p>\n<p>Director general of Air Transportation Soenaryo said on Monday<br>\nthat a newly issued governmental decree on airport management<br>\nwould be the basis for the transfer, and that it would be further<br>\nstrengthened by the revision of the 1992 law on air<br>\ntransportation.<\/p>\n<p>&quot;At present regional administrations are welcome to manage<br>\nairports in their area, but please note that this does not<br>\ninclude air traffic services,&quot; he told reporters on the sidelines<br>\nof a seminar on the proposed revision of the 1992 law on air<br>\ntransportation.<\/p>\n<p>Soenaryo said that air traffic services could not be handed<br>\nover to regional administrations as they involved an<br>\ninternational agreement with the International Civil Aviation<br>\nOrganization (ICAO).<\/p>\n<p>According to the proposed revision of the 1992 law, air<br>\nnavigation services could be carried out by a state-owned company<br>\nespecially established for that purpose, or a single air traffic<br>\nservice provider.<\/p>\n<p>Some 161 general airports would be offered to regional<br>\nadministrations including the ones in Palu, Central Sulawesi;<br>\nJambi; Tanjung Karang, Lampung; Bengkulu; Bangka; Palangkaraya,<br>\nCentral Kalimantan and Kendari, Southeast Sulawesi.<\/p>\n<p>Regional administrations could also stake a claim in airports<br>\noperated by the two state-owned airport operators, Soenaryo said,<br>\nbut those airports were regulated by the law for state-owned<br>\nenterprises.<\/p>\n<p>&quot;They can stake a claim in airports operated by AP I and II,<br>\nbut the government has a separate regulation for them under the<br>\nlaw for state-owned enterprises,&quot; he said.<\/p>\n<p>Angkasa Pura I manages 12 airports in the central and eastern<br>\nregions of Indonesia, including Ngurah Rai international airport,<br>\nBali; Juanda international airport, Surabaya, East Java;<br>\nHasanuddin international airport, Makassar, South Sulawesi and<br>\nSelaparang international airport, Lombok, West Nusa Tenggara.<\/p>\n<p>Angkasa Pura II manages 8 airports in Java, Sumatra, and<br>\nKalimantan, including Soekarno-Hatta international airport,<br>\nJakarta; Polonia international airport, Medan, North Sumatra;<br>\nSultan Iskandar Muda, Banda Aceh, Aceh and Tabing international<br>\nairport, Padang, West Sumatra.<\/p>\n<p>However, Soenaryo said that so far no regional administrations<br>\nhad shown interest in managing their own airport.<\/p>\n<p>&quot;They know that it&apos;s difficult and doesn&apos;t bring in much<br>\nrevenue,&quot; he said.<\/p>",
