        "content": "<p>Govt to adopt DCS-1800 and PHS cellular systems<\/p>\n<p>JAKARTA (JP): The government has decided to adopt the<br>\nDigital Cordless System (DCS-1800) and the Personal Handy-phone<br>\nService (PHS) in Indonesia following successful trials here and<br>\nin Surabaya, East Java.<\/p>\n<p>Director General of Post and Telecommunications Djakaria<br>\nPurawidjaja said Wednesday evening that the pilot projects won<br>\nthe esteem late last year of a special team evaluating the<br>\nsystems.<\/p>\n<p>\"We are still in the process of making the open tender for the<br>\nPersonal Communication Network (PCN), the next generation of<br>\ndigital wireless telephone systems,\" he said after attending a<br>\nceremony to award an ISO-9002 certificate to state-owned PT<br>\nTelkom's Batam division.<\/p>\n<p>The government planned last year to adopt one or more cellular<br>\nmobile telecommunications systems, in addition to the three<br>\nexisting systems run by seven operators. The three existing<br>\nsystems are the global system for mobile communications, the<br>\nadvanced mobile phone service (AMPS) and the Nordic mobile<br>\ntelephone.<\/p>\n<p>The next generation of digital wireless telephone PCN systems<br>\ninclude the Personal Communications System (PCS-1900) and the<br>\nDigital Cordless System (DCS-1800) from Europe, the Digital<br>\nEnhance Cordless Telephone, the Personal Handy-phone Service<br>\n(PHS) developed in Japan and Code Division Multiple Access (CDMA)<br>\ntechnology from the United States.<\/p>\n<p>The DCS-1800 pilot project was run here by PT Cellnet<br>\nNusantara, while the PHS pilot project was run by PT Primasel.<\/p>\n<p>Cellnet is controlled by Sudwikatmono and President Soeharto's<br>\nyoungest daughter, Siti Hutami Endang Adiningsih. Primasel is<br>\nowned by state-owned PT Inti, PT Indosat and PT Yamabri<br>\nKomunikasindo, a company controlled by the Foundation of Military<br>\nHeadquarters.<\/p>\n<p>\"We are now in the prequalification process for the cellular<br>\nopen tender,\" Djakaria said.<\/p>\n<p>All the local AMPS operators -- Metrosel, Telekomindo and<br>\nKomselindo -- plan to upgrade their services into CDMA at least<br>\nby the middle of this year.<\/p>\n<p>Inti director Jopie Manduapessy said the government was<br>\nexpected to license Primasel by March to operate PHS cellular<br>\ntelecommunications in Surabaya.<\/p>\n<p>Djakaria said that Telkom's division in Batam had proved<br>\nitself as a world class telecommunications operator after winning<br>\nISO 9002 certification.<\/p>\n<p>The certificate was issued on Dec. 4 last year by SGS<br>\nInternational Services Indonesia.<\/p>\n<p>The Batam division is overseen by Telkom's office in Sumatra.<br>\nPT Pramindo Ikat Nusantara, a private firm, has taken over<br>\nTelkom's responsibility to develop telecommunications facilities<br>\nin Sumatra.<\/p>\n<p>Pramindo, a joint venture between the local Astra Group and<br>\nFrance's Cable et Radio, a subsidiary of French Telecom, is one<br>\nof five private firms awarded 15-year concessions by PT Telkom to<br>\noperate existing lines and install two million new telephone<br>\nlines in five different zones in Indonesia. Pramindo is required<br>\nto install 516,487 new lines in Sumatra by 1999 and manage them<br>\nand existing lines until 2010.<\/p>\n<p>In a related development, PT Mitra Global Telekomunikasi<br>\nIndonesia, a private firm responsible for developing<br>\ntelecommunications networks in Central Java, said yesterday it<br>\nhad won a US$480 million loan from overseas banks.<\/p>\n<p>The company stated the closing of the loan was finalized in<br>\nSingapore last month.<\/p>\n<p>Mitra Global -- which groups state-owned PT Indosat, Telstra<br>\nof Australia, NTT, Itochu and Sumitomo of Japan and other<br>\ndomestic companies -- is contracted to install at least 400,000<br>\nlines in Central Java.<\/p>\n<p>Mitra Global's loan was extended by 16 international banks,<br>\nled by three arrangers: the Australia and New Zealand Banking<br>\nGroup Limited, Dai-Ichi Kangyo Bank Limited and Deutsche Bank<br>\nAsia Pacific (Singapore Banking Corporation).
