Govt to adopt DCS-1800 and PHS cellular systems<\/p>\n
JAKARTA (JP): The government has decided to adopt the
\nDigital Cordless System (DCS-1800) and the Personal Handy-phone
\nService (PHS) in Indonesia following successful trials here and
\nin Surabaya, East Java.<\/p>\n

\nPurawidjaja said Wednesday evening that the pilot projects won
\nthe esteem late last year of a special team evaluating the
\nsystems.<\/p>\n
\"We are still in the process of making the open tender for the
\nPersonal Communication Network (PCN), the next generation of
\ndigital wireless telephone systems,\" he said after attending a
\nceremony to award an ISO-9002 certificate to state-owned PT
\nTelkom's Batam division.<\/p>\n
The government planned last year to adopt one or more cellular
\nmobile telecommunications systems, in addition to the three
\nexisting systems run by seven operators. The three existing
\nsystems are the global system for mobile communications, the
\nadvanced mobile phone service (AMPS) and the Nordic mobile
\ntelephone.<\/p>\n
The next generation of digital wireless telephone PCN systems
\ninclude the Personal Communications System (PCS-1900) and the
\nDigital Cordless System (DCS-1800) from Europe, the Digital
\nEnhance Cordless Telephone, the Personal Handy-phone Service
\n(PHS) developed in Japan and Code Division Multiple Access (CDMA)
\ntechnology from the United States.<\/p>\n
The DCS-1800 pilot project was run here by PT Cellnet
\nNusantara, while the PHS pilot project was run by PT Primasel.<\/p>\n
Cellnet is controlled by Sudwikatmono and President Soeharto's
\nyoungest daughter, Siti Hutami Endang Adiningsih. Primasel is
\nowned by state-owned PT Inti, PT Indosat and PT Yamabri
\nKomunikasindo, a company controlled by the Foundation of Military
\nHeadquarters.<\/p>\n
\"We are now in the prequalification process for the cellular
\nopen tender,\" Djakaria said.<\/p>\n
All the local AMPS operators -- Metrosel, Telekomindo and
\nKomselindo -- plan to upgrade their services into CDMA at least
\nby the middle of this year.<\/p>\n
Inti director Jopie Manduapessy said the government was
\nexpected to license Primasel by March to operate PHS cellular
\ntelecommunications in Surabaya.<\/p>\n
Djakaria said that Telkom's division in Batam had proved
\nitself as a world class telecommunications operator after winning
\nISO 9002 certification.<\/p>\n
The certificate was issued on Dec. 4 last year by SGS
\nInternational Services Indonesia.<\/p>\n
The Batam division is overseen by Telkom's office in Sumatra.
\nPT Pramindo Ikat Nusantara, a private firm, has taken over
\nTelkom's responsibility to develop telecommunications facilities
\nin Sumatra.<\/p>\n
Pramindo, a joint venture between the local Astra Group and
\nFrance's Cable et Radio, a subsidiary of French Telecom, is one
\nof five private firms awarded 15-year concessions by PT Telkom to
\noperate existing lines and install two million new telephone
\nlines in five different zones in Indonesia. Pramindo is required
\nto install 516,487 new lines in Sumatra by 1999 and manage them
\nand existing lines until 2010.<\/p>\n
In a related development, PT Mitra Global Telekomunikasi
\nIndonesia, a private firm responsible for developing
\ntelecommunications networks in Central Java, said yesterday it
\nhad won a US$480 million loan from overseas banks.<\/p>\n
The company stated the closing of the loan was finalized in
\nSingapore last month.<\/p>\n
Mitra Global -- which groups state-owned PT Indosat, Telstra
\nof Australia, NTT, Itochu and Sumitomo of Japan and other
\ndomestic companies -- is contracted to install at least 400,000
\nlines in Central Java.<\/p>\n
Mitra Global's loan was extended by 16 international banks,
\nled by three arrangers: the Australia and New Zealand Banking
\nGroup Limited, Dai-Ichi Kangyo Bank Limited and Deutsche Bank
\nAsia Pacific (Singapore Banking Corporation). (icn)<\/p>",
