        "content": "<p>Govt tighten management of coastal environment<\/p>\n<p>JAKARTA (JP): The government has launched a project to improve<br>\nthe management of the coastal areas in order to better tap the<br>\nnatural resources without harming the environment.<\/p>\n<p>The coastal zone environmental and resources management<br>\nproject, launched on Monday, will integrate the activities of<br>\nvarious agencies in coastal areas.<\/p>\n<p>Surna T. Djajadiningrat, Assistant to the Minister of<br>\nEnvironment overseeing operational coordination, said during a<br>\nworkshop coinciding with the launching that the project is part<br>\nof the cooperation program between the Association of Southeast<br>\nAsian Nations and the Australia Economic Cooperation.<\/p>\n<p>Indonesia has already had two programs on coastal management.<\/p>\n<p>The first, to oversee coastal living resources and tides, was<br>\ncarried out in cooperation with the National Survey and Mapping<br>\nCoordinating Agency. The second, managing marine science and<br>\ntechnology, was conducted with the Agency for the Assessment and<br>\nApplication of Technology.<\/p>\n<p>The two-day workshop, attended by scientists and government<br>\nofficials from related agencies, was to discuss a study utilizing<br>\ndata from the Geographic Information System and the building of a<br>\nnetwork of information gathered by Natural Resources Information<br>\nCenter.<\/p>\n<p>The project will be carried out in Bunaken, North Sulawesi,<br>\nwhere vast coral reefs are a major tourist attraction, but which<br>\noften overlap with other human activities such as fishing.<\/p>\n<p>Richard Kenchington, Senior Director of Australia's Great<br>\nBarrier Reef Marine Park's External Services Section, said<br>\ncoastal zone management requires an approach which can<br>\naccommodate the interests of many parties.<\/p>\n<p>\"The task of coastal management is very complicated because it<br>\ninvolves all areas of human life...Political reasons are often a<br>\nmajor concern in a decision-making process,\" Kenchington said.<\/p>\n<p>He emphasized that all aspects of a project along coastal<br>\nzones must be must be considered carefully in order to ensure<br>\nthat the benefits exceed the costs.<\/p>\n<p>\"The benefits of land reclamation, for instance, could mean<br>\nthe cost of people living near the beach who live from tourism,<br>\nor from fishing,\" he cited.<\/p>\n<p>Commenting on plans for a major land reclamation project in<br>\nthe Jakarta Bay, Kenchington said the easiest task would be in<br>\ndetermining the physical aspects and impacts of the reclamation,<br>\nwhich could be done by means of computer-modeling.<\/p>\n<p>\"But there are biological, social, cultural, jurisdictional<br>\nand economical aspects which are much harder to calculate. The<br>\ncloser you get to human beings, the more complicated the problem<br>\ngets,\" Kenchington said. (pwn)<\/p>",
