        "content": "<p>Govt revokes three forest concessions<\/p>\n<p>JAKARTA (JP): Director General of Forest Utilization Titus<br>\nSarijanto said yesterday three forest concessions had been<br>\ncanceled last year, raising the total number of revoked or<br>\nunextended concessions to 116.<\/p>\n<p>Titus said the three concessions were in Kalimantan. He<br>\nrefused to elaborate.<\/p>\n<p>He said that, from 1990 to 1996, 53 concessions had been<br>\nrevoked -- meaning the 20-year concessions had ended before<br>\nexpiry -- or not extended.<\/p>\n<p>He said that some of the 116 concessions were being<br>\nrehabilitated by state forestry firms while others were being<br>\nmanaged as joint ventures between state firms and former<br>\nmanagers.<\/p>\n<p>Titus said the country had 488 concessionaires, down from 550<br>\nin the early 1970s.<\/p>\n<p>Titus said the performance of concessionaires had improved.<\/p>\n<p>According to the ministry, in the 1994\/1995 fiscal year, only<br>\n11 percent of the concessionaires performed \"well\". This<br>\nincreased to 21 percent the following fiscal year.<\/p>\n<p>The percentage of concessionaires that performed<br>\n\"unexceptionally\" fell from 73 percent in 1994\/1995 to 69 percent<br>\nthe following fiscal year and those that performed \"poorly\"<br>\ndropped from 16 percent to 10 percent.<\/p>\n<p>Titus said the government had given first warnings to 13<br>\nconcessionaires over poor logging practices and failure to<br>\nreforest land.<\/p>\n<p>Eleven concessionaires have received second warnings and three<br>\nhave received third warnings.<\/p>\n<p>Titus said that, if concessionaires failed to respond after a<br>\nthird warning, the government would consider revoking their<br>\nlicenses.<\/p>\n<p>The government gave concessionaires permits to log 22.5<br>\nmillion cubic meters of timber last year. By September, only 16<br>\nmillion cubic meters had been logged because of heavy rain and<br>\ntransport problems. (pwn)<\/p>",
