Govt restructures for autonomy in regions<\/p>\n
JAKARTA (JP): The government yesterday revealed a plan to
\nrestructure Indonesia's regional administrations, giving them
\ngreater autonomy and responsibilities.<\/p>\n
The local legislative assemblies -- whether at provincial,
\nregency or city levels -- will be given a greater say in the
\nrunning of local affairs, Minister of Home Affairs Moch. Yogie
\nS.M. said yesterday.<\/p>\n
There will also be some streamlining of the local
\nadministrations, he said during a keynote speech to a meeting of
\nthe country's 27 provincial governors.<\/p>\n
The government will review some posts, such as those of deputy
\ngovernor, deputy regent, district chief and those of their
\ndeputies, he said, adding that some will be eliminated and others
\nredefined to maximize their effectiveness.<\/p>\n
\"In principle, the government will review all the various
\nposts in the local administrations which have not functioned
\nproperly,\" he said.<\/p>\n
The government is committed to giving greater autonomy to the
\nregions, particularly to the second level administrations
\n(regency or mayoralty level), but has proceeded cautiously
\nbecause the local administrations have not been ready to take on
\ngreater responsibility.<\/p>\n
Yogie emphasized the need to develop greater professionalism
\namong the staff of the local administrations, particularly that
\nof district and subdistrict employees who will be dealing
\ndirectly with the public.<\/p>\n
The annual meeting of governors is being held to brief the
\nprovincial leaders on the government's program for the 1995\/1996
\nfiscal year, which begins on April 1.<\/p>\n
Other officials who addressed the governors yesterday included
\nState Minister of National Development Planning\/Chairman of the
\nNational Development Planning Board Ginandjar Kartasasmita,
\nMinister of Finance Mar'ie Muhammad and Minister of Agrarian
\nAffairs\/Chairman of National Land Agency Sony Harsono.<\/p>\n
Mar'ie said that local administrators had to strive to give
\nthe best possible service to the public, including foreign
\ninvestors who came to their regions. \"Most foreign investors
\nwould rather invest in the city because of the poor service
\nprovided in the regions.\"<\/p>\n
Ginandjar briefed the governors about the government's drive
\nto eliminate poverty and to narrow existing disparities between
\nthe rich and the poor, western and eastern Indonesia, and rural
