        "content": "<p>Govt prepares new defense white paper<\/p>\n<p>A white paper outlining Indonesia's defense strategy for the<br>\nnext 15 to 20 years will be put to public debate later this year<br>\nfor endorsement.<\/p>\n<p>Maj. Gen. Sudradjat, the director general for defense strategy<br>\nat the Ministry of Defense, told The Jakarta Post his office had<br>\nalready completed the draft, and would submit it to various<br>\ngovernment agencies next month for a debate.<\/p>\n<p>Once completed, the Ministry of Defense will organize a major<br>\nseminar, bringing in outside experts and members of the House of<br>\nRepresentatives, for their endorsement later in the year.<\/p>\n<p>\"Hopefully, we can start implementing the white paper early in<br>\n2003,\" he said.<\/p>\n<p>The document, currently about 150 pages long, could still be<br>\ntrimmed down to about 75 pages, he said.<\/p>\n<p>Concurrent with the white paper, the Ministry of Defense has<br>\ndrafted another document, Defense Strategic Review, outlining its<br>\ndefense strategy in greater detail.<\/p>\n<p>This review is classified, Sudradjat said.<\/p>\n<p>Indonesia needs to formulate a coherent long-term defense<br>\nstrategy that is adhered to by every successive government, he<br>\nsaid.<\/p>\n<p>He did not go into detail about the white paper, but said one<br>\nidea for change was to bring the Ministry of Defense and the<br>\nIndonesian Military (TNI) under one roof by 2009 for greater<br>\nefficiency and effectiveness in policy implementation.<\/p>\n<p>The white paper also presents an argument for the government<br>\nto double defense spending from the present Rp 9 trillion (US$900<br>\nmillion) a year.<\/p>\n<p>Sudradjat said with the white paper, some decisions on<br>\nprocurement would be made at the highest political levels,<br>\neliminating the competition between the three services for a<br>\nlarger share of the budget to upgrade their weaponry.<\/p>\n<p>\"Some decisions on defense matters cannot be left entirely to<br>\nthe TNI,\" he said. \"The president, the (defense) minister, the<br>\nCabinet and the House of Representatives must be brought in.\" --<br>\nJP<\/p>",
