        "content": "<p>Govt plans education changes<\/p>\n<p>JAKARTA (JP): The government is considering granting<br>\nuniversities greater autonomy in financial management and<br>\nallowing classes to be taught in English, an official from the<br>\nMinistry of Education and Culture said here yesterday.<\/p>\n<p>The director general for higher education, Bambang Soehendro,<br>\nsaid the loosening of restrictions was in anticipation of the<br>\npossible influx of foreign universities in the free market era.<\/p>\n<p>\"We have been pondering the kind of deregulation necessary so<br>\nstate and private universities can improve their quality while<br>\ncompeting with foreign institutions,\" he said.<\/p>\n<p>But Soehendro said the use of English to teach classes would<br>\nonly be allowed at private universities.<\/p>\n<p>Soehendro hopes this move will heighten students' mastery of<br>\nEnglish.<\/p>\n<p>Soehendro's remarks came after a statement by State Minister<br>\nof Administrative Reforms TB Silalahi who earlier this week<br>\nhinted at the likelihood of deregulation in the education sector.<\/p>\n<p>Silalahi said the deregulation would allow foreign educational<br>\ninstitutions to set up here.<\/p>\n<p>He hinted that the deregulation could begin as early as the<br>\nend of this year, adding that the overall aim was to spur better<br>\nquality education in the country.<\/p>\n<p>Any deregulation in the education sector would significantly<br>\neffect government regulation No. 30\/1990.<\/p>\n<p>Chapter 120 of the regulation prohibits foreign institutions<br>\nfrom setting up universities in Indonesia.<\/p>\n<p>Soehendro said there would likely be a revision of the<br>\nregulation, including rules which allow the government to<br>\nintercede in the financial matters of state universities.<\/p>\n<p>\"The government will no longer meddle in money matters, we<br>\nwill give them self-autonomy as long as they can show<br>\naccountability,\" he said.
