Govt plans education changes<\/p>\n
JAKARTA (JP): The government is considering granting
\nuniversities greater autonomy in financial management and
\nallowing classes to be taught in English, an official from the
\nMinistry of Education and Culture said here yesterday.<\/p>\n
The director general for higher education, Bambang Soehendro,
\nsaid the loosening of restrictions was in anticipation of the
\npossible influx of foreign universities in the free market era.<\/p>\n
\"We have been pondering the kind of deregulation necessary so
\nstate and private universities can improve their quality while
\ncompeting with foreign institutions,\" he said.<\/p>\n
But Soehendro said the use of English to teach classes would
\nonly be allowed at private universities.<\/p>\n
Soehendro hopes this move will heighten students' mastery of
\nEnglish.<\/p>\n
Soehendro's remarks came after a statement by State Minister
\nof Administrative Reforms TB Silalahi who earlier this week
\nhinted at the likelihood of deregulation in the education sector.<\/p>\n
Silalahi said the deregulation would allow foreign educational
\ninstitutions to set up here.<\/p>\n
He hinted that the deregulation could begin as early as the
\nend of this year, adding that the overall aim was to spur better
\nquality education in the country.<\/p>\n
Any deregulation in the education sector would significantly
\neffect government regulation No. 30\/1990.<\/p>\n
Chapter 120 of the regulation prohibits foreign institutions
\nfrom setting up universities in Indonesia.<\/p>\n
Soehendro said there would likely be a revision of the
\nregulation, including rules which allow the government to
\nintercede in the financial matters of state universities.<\/p>\n
\"The government will no longer meddle in money matters, we
\nwill give them self-autonomy as long as they can show
