Govt needs Rp 114b for schools' renovation<\/p>\n
JAKARTA (JP): The city education and teaching office estimates
\nthat Rp 114 billion will be needed to renovate 560 elementary
\nschool buildings which are in poor condition throughout the city.<\/p>\n
Head of the office, Soeparmo, said yesterday the estimate was
\nmade after the governor said that city administration planned to
\nrefurbish all elementary school buildings as soon as possible.<\/p>\n
He said last year the city administration allocated Rp 29
\nbillion for school building renovations and this year Rp 33
\nbillion is earmarked for the purpose.<\/p>\n
Soeparmo said that there are now 1,700 elementary school
\nbuildings in the city, 560 of which need to be renovated.<\/p>\n
He said that currently some 100 buildings are in very poor
\ncondition and badly need renovating. The number could increase
\nnext year. The renovation plan covers all buildings, he said.<\/p>\n
\"There are school buildings which were not included on the
\nrenovation list because their current condition is good, but then
\nthey will probably need renovation next year,\" he said.<\/p>\n
According to Soeparmo, the funds for school renovations is
\nusually allocated to each mayoralty.<\/p>\n
Many, including city councilors, believe that many school
\nbuildings have been sloppily built as the officials in charge of
\nsupervising the projects had colluded with contractors. As a
\nresult the quality of the buildings are very poor and they become
\nrun-down sooner.<\/p>\n
Soeparmo dismissed the allegation, saying that tenders are
\nprocessed according to basic procedures. \"We are not choosing
\nunqualified contractors to build or renovate school buildings,\"
\nSoeparmo said.<\/p>\n
He said that school building projects are open to any
\ncontractors, but only qualified ones will be awarded a contract.<\/p>\n
Recently, member of the Council's Commission E for public
\nwelfare Ary Amier Armas said that Soeparmo's office had awarded
\nschool projects to contractors who have special relationships
\nwith the office's officials.<\/p>\n
As a result, Ary said, the quality of the buildings is poor
\nbecause contractors use low quality materials and most of the
\nbuildings are damaged soon after renovation.<\/p>\n
Ary cited school buildings in North Jakarta as an example.
\n\"More than 30 percent of 481 school buildings in North Jakarta
\nare in poor condition,\" he said.<\/p>\n
He said that some of the buildings were built less than two
