Govt asked to simplify procedure for land permits<\/p>\n
JAKARTA (JP): The Indonesian Consumers Foundation (YLKI) has
\ndemanded that the city administration simplify the arduous
\nprocedures for obtaining land appropriation permits.<\/p>\n
YLKI secretary Agus Pambagio told The Jakarta Post on
\nWednesday that simplification is badly needed to facilitate the
\nsmooth implementation of property development projects.<\/p>\n
\"We expect the city administration to speed up the process of
\nissuing land licenses,\" Agus said, suggesting that the city
\nadministration provide integrated services to issue land
\nlicenses.<\/p>\n
At present, people have to go through more than 30 counters in
\nvarious municipality offices to secure a land license.<\/p>\n
The city administration, according to Agus, actually needs
\nonly three counters to process land permits: one for filing the
\nrequirements of a land license proposal, another for paying the
\nfees and a third for issuing the licenses.<\/p>\n
He also urged the municipality to set clear-cut requirements
\nfor the public and to set clear time schedules for the paperwork
\nprocessing.<\/p>\n
Many businesses have been criticizing the procedures as
\nbureaucratic and time-consuming.<\/p>\n
They complain that they routinely have to spend large amounts
\nof money, mostly in unofficial fees.<\/p>\n
They also accuse the officials in charge of issuing the
\nlicenses of being corrupt and greedy.<\/p>\n
Agus argued that simpler procedures could ease supervision and
\nminimize bribe-taking.<\/p>\n
The governor should oversee the process of issuing land
\nlicenses, he suggested.<\/p>\n
\"But the municipality needs to enforce the regulation properly
\nto improve services to the people.\"<\/p>\n
It is better to charge higher administrative fees for good and
\nfast service than cheap fees for slow procedures prone to
\nmalfeasance, he said.<\/p>\n
Agus added that in the end it is the consumers, and not
\nbusinesses, who have to bear the brunt of the high costs of land
