Governor urged revision of 1994\/95 budget<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja has proposed a
\nrevision of the city's budget for the 1994\/1995 fiscal year,
\nwhich started in April, from an estimated Rp 1.82 trillion to Rp
\n2.09 trillion to the City Council.<\/p>\n
Surjadi said over the weekend that the revision was proposed
\nafter a calculation by the city administration estimated that the
\ncity's own revenues, including tax collection, in the 1994\/95
\nfiscal year will increase from an estimated Rp 1.05 trillion to
\nRp 1.15 trillion.<\/p>\n
The extra is expected to be derived from a central government
\nsubsidy in the form of sharing tax revenues and non-tax
\ncollections.<\/p>\n
Surjadi said that the revision of the budget is badly needed
\nto enable the city to accelerate the completion of its various
\ndevelopment projects, thereby enabling the city to meet the
\nincreasing public demand for facilities.<\/p>\n
\"A large number of projects, being built in the city during
\nthe current fiscal year, range from the construction of new roads
\nand their repairs and widening, low-cost apartments, flyovers and
\nunderpasses, such as in Buaran and Tanah Abang, as well as
\nsanitary and beautification projects in a number of areas,\"
\nSurjadi said.<\/p>\n
He explained that the city administration requires more funds
\nto be earmarked for financing the development of low-cost
\napartments, including those in Bidara Cina and for financing a
\nland appropriation to build a flyover in Tendean and the
\nestablishment of a new waste dumping site in Tangerang.<\/p>\n
Training<\/p>\n
Soedirdja said that a bigger amount of fund is also needed to
\nsponsor training programs for small-scale traders.<\/p>\n
\"The city administration also needs more funds to appropriate
\nland in Palmerah, Galur and Menteng Pulo for the relocation of
\nthe small-scale traders from other areas,\" Surjadi said.<\/p>\n
He said that the city is currently launching a pilot project
\non low-cost apartments with the aim of eradicating poverty in a
\nnumber of slum areas. The poverty eradication projects will be
\npartly financed by the central government, he said.<\/p>\n
Surjadi said that the revision of the city's own revenues to
\nRp 1.15 trillion from the previous target of Rp 1.05 trillion in
\nthe current fiscal year was sparked by bigger incomes from tax
\ncollections.<\/p>\n
The city's tax collections, for example, are expected to
\nincrease from the previous target of Rp 839.31 billion to Rp
\n914.51 billion, while the city's commission collections from Rp
\n162.84 billion to Rp 166.49 billion.<\/p>\n
The city's revenues from city-owned companies' profits, such
\nas the city water company PAM Jaya and the city market firm PD
\nPasar Jaya, are expected to increase from 12.86 billion to Rp
\n16.96 billion.<\/p>\n
Other revenues are expected from other sectors, including from
\nthe compensation of the city's assets, like road improvement
\nprojects at Karet Kuningan, Karet Setiabudi and Menteng Dalam
\nsubdistricts. These revenues are expected to reach Rp 60.66
\ntrillion, up from Rp 36.97 billion.<\/p>\n
Surjadi also said that the city's land and building taxes are
\nexpected to rise from Rp 196.87 billion to Rp 201.74 billion.
