        "content": "<p>Governor speaks on permits for public transit vehicles<\/p>\n<p>JP\/3\/ORGANDA<\/p>\n<p>Governor speaks on permits for public transit vehicles<\/p>\n<p>JAKARTA (JP): The city administration announced that they will <br>\nonly issue operating licenses to privately-run public <br>\ntransportation companies which are either limited liability <br>\ncompanies (Ltd.) or cooperatives.<\/p>\n<p>\"Proprietary transportation companies will not be tolerated,\" <br>\nGovernor Surjadi Soedirdja yesterday warned public transportation <br>\noperators to heed the 1991 gubernatorial decree on the rules of <br>\noperating wide-bodied, medium-sized and small-bodied buses in <br>\nJakarta.<\/p>\n<p>Governor Surjadi made the remarks yesterday at City Hall after <br>\nwitnessing the signing of cooperation agreements between The City <br>\nLand Transportation Organization (Organda) and the Trisakti <br>\nTransportation Management School, the Administrator of the <br>\nTanjung Priok Port, the Association of Indonesian Importers <br>\n(GINSI), the Association of Indonesian Exporters (GPEI) and the <br>\nAssociation of Indonesian Containers Transportation Agencies <br>\n(GAPEKSI).<\/p>\n<p>To illustrate his argument, Surjadi mentioned owners of the <br>\nPresident Taxi who only use the name \"President Taxi Ltd.\" to <br>\nlegalize their operation but do not really run a limited <br>\nliability company.<\/p>\n<p>Instead of submitting the company's problems to the management <br>\nand obeying the company's rules, they took the handling of the <br>\nproblems in their own hands and were at odds with each other. As <br>\na result, the company became torn with quarrels, Surjadi said.<\/p>\n<p>Asked by the governor to add his own explanations, Tb. Rais, <br>\nthe deputy governor for economic development, said that many take <br>\nadvantage of their \"limited company\" or \"cooperative\" status but <br>\ndo not really operate their companies accordingly.<\/p>\n<p>This became apparent because it was the owners, not their <br>\ncompanies, who usually complained when the city administration <br>\nintroduced changes of routes, Rais said. He added that, again, it <br>\nwas owners and not the management who dealt directly with <br>\ndrivers.<\/p>\n<p>In his speech, Surjadi also said the city administration had <br>\nbeen encouraging the use of public transportation rather than <br>\nprivate transportation vehicles, with the aim of eventually <br>\ndeveloping a mass rapid transport system to serve the majority of <br>\nthe population.<\/p>\n<p>\"Public transportation means we should gradually phase-out the <br>\nuse of private vehicles,\" Surjadi said.<\/p>\n<p>However, Surjadi acknowledged that this would be a long way <br>\noff because Indonesians still preferred private cars to public <br>\ntransportation vehicles -- apparently because of their prestige <br>\nand perhaps because they were not willing to wait \"fifty more <br>\nyears\" to have the current public transportation services <br>\nimproved.<\/p>\n<p>\"This puts the administration in an awkward position,\" Surjadi <br>\nsaid. \"While the government wants to ease the city's alarming <br>\ntraffic density, it also wants to develop the automotive industry <br>\nby encouraging the use of private vehicles.\"<\/p>\n<p>Organda<\/p>\n<p>On the occasion, Aip Sjaifuddin, the head of the City Land <br>\nTransportation Owners' Organization (Organda), announced that as <br>\nof next month, Organda will take action against drivers who run <br>\ntheir buses with doors open, drivers who do not wear uniforms or <br>\ndo not possess driver identification cards.<\/p>\n<p>M. Hutabarat, a unit head of Organda in charge of small-<br>\nbodied vehicles such as Bemo, Bajaj, Mikrolet and Angkutan <br>\nPinggir Kota (Angkot), asked Organda to suspend the traffic <br>\ndragnet until June because his unit was not yet ready to supply <br>\nthe drivers with uniforms and identity cards. Aip concurred.<\/p>\n<p>In discussing efforts at consolidation among public <br>\ntransportation vehicles, Aip said that, so far, it was only taxi <br>\ncompanies who had made an agreement among themselves not to <br>\nemploy drivers who had been fired by any one of them.<\/p>\n<p>\"We will also apply this regulation to bus companies,\" Aip <br>\nsaid.<\/p>\n<p>Isak Achmad Rohmaidi, the unit head of Organda in charge of <br>\ntaxis, asked for a raise in taxi fares due to escalating <br>\noverhead. He drew attention to the fact that the prices of <br>\nnatural gas have been raised twice since the last rate hike.<\/p>\n<p>Surjadi replied that the city administration would consider <br>\nthe increase only if the taxi companies were about to go <br>\nbankrupt.(06)<\/p>",
