        "content": "<p>Jakarta, CNBC Indonesia - The Presidential Staff Office has announced\nthat 15 ministries and agencies are synergising to promote the\ndevelopment of technology and exploration of rare earth metals (LTJ).\nThe move is intended to enable Indonesia to independently process this\n\u2018treasure trove\u2019 of resources.<\/p>\n<p>Kepala Staf Kepresidenan Dudung Abdurachman stated that the synergy\naims to produce policies and regulations for LTJ development. He noted\nthat the technology sector is key for Indonesia to maximise the\nprocessing of its natural resource wealth without having to export raw\nmaterials due to a lack of technological mastery.<\/p>\n<p>\u2018This will be discussed, there are 15 institutions that will talk\nabout this, not only about the technology but also the regulations, so\nthat these regulations will bind all related institutions, thus\neliminating any hesitation for business actors,\u2019 he said in CNBC\nIndonesia\u2019s Mining Zone programme, quoted on Tuesday (4\/8\/2026).<\/p>\n<p>The collaboration also involves the National Research and Innovation\nAgency (BRIN), MIND ID, and PT Timah to address the limitations in rare\nmineral processing technology. While Indonesia has been pursuing\ndownstream processing, it remains limited, meaning some associated\nminerals have not been optimally utilised.<\/p>\n<p>\u2018In addition, the development of the technology itself will also be\ndiscussed, one of which involves BRIN, then Mineral and Coal, Perminas,\nand others, so that we are not just exporting raw materials, that is the\ndownstream process that is then developed,\u2019 he explained.<\/p>\n<p>Indonesia\u2019s natural resource availability for LTJ is considered quite\nabundant, but the readiness of human resources and access to high-level\nrefining technology remain the biggest obstacles. The government is\ntargeting the construction of more complex downstream industries,\nincluding supporting infrastructure for electric vehicles, as part of\nthe national strategy.<\/p>\n<p>\u2018The technology is clear. In terms of natural resources, we are\nindeed abundant, but in terms of human resources and technology, we are\nnot there yet,\u2019 he added.<\/p>\n<p>Through this coordination, the government hopes the formulated\nregulations will encourage a more conducive investment climate in the\nrare mineral sector. The Presidential Staff Office has confirmed it will\ncontinue to oversee the process of cutting bureaucracy so that the\nnational mining potential provides added value for economic\nstability.<\/p>\n<p>\u2018For mining, as I said, we are cutting bureaucracy so that it does\nnot harm several parties,\u2019 he concluded.<\/p>\n<p>Indonesia\u2019s Rare Earth Potential<\/p>\n<p>Citing the Rare Earth Metals Booklet released by the Ministry of\nEnergy and Mineral Resources (ESDM) in 2020, Indonesia\u2019s rare earth\nmineral potential comes from various derivative products of mineral\nprocessing, such as tin, gold, alumina, zircon sand, and nickel. The\nmajority of these locations are in Bangka Belitung, West Kalimantan, and\nSulawesi.<\/p>\n<p>Of the total 28 revealed LTJ mineralisation locations, only about 9\nlocations (30%) have undergone initial exploration, while 19 locations\n(70%) have not been explored or have not been optimally explored.<\/p>\n<p>Several types of rare earth minerals in Indonesia include:<\/p>\n<ul>\n<li><p>Monazite and Xenotime, which are by-products of tin ore\nprocessing. Their potential lies in tin mines in Bangka\nBelitung.<\/p><\/li>\n<li><p>Monazite: Indonesia has monazite resources totalling 185,179\ntonnes of metal that can be further developed into reserves. Analysis of\nmonazite concentrate in tin shows contents including 31.5% CeO2, 13.2%\nLa2O3, and 11% Nd2O3. Three provinces hold this potential: Riau Islands\n(2,268 tonnes), Bangka Belitung Islands (181,735 tonnes), and West\nKalimantan (1,175 tonnes).<\/p><\/li>\n<li><p>Xenotime: Indonesia has xenotime resources of 20,734 tonnes of\nmetal, located in the Bangka Belitung Islands.<\/p><\/li>\n<li><p>Zirconium silicate, a by-product of tin and gold ore processing\nand found in zircon sand, with potential in Kalimantan. The LTJ elements\nwithin it include Yttrium (Y) and Cerium (Ce).<\/p><\/li>\n<li><p>Ferrotitanates, a residue from processing bauxite into alumina,\nwith potential in red mud in West Kalimantan.<\/p><\/li>\n<li><p>Laterite nickel ore, a by-product of processing laterite nickel\nore through a hydrometallurgical process, namely High Pressure Acid\nLeaching (HPAL) nickel-cobalt smelters. Its potential lies in nickel\n(limonite) mines in Sulawesi, with LTJ elements including Scandium (Sc),\nNeodymium (Nd), Praseodymium (Pr), and Dysprosium (Dy).<\/p><\/li>\n<li><p>Granite rocks.<\/p><\/li>\n<li><p>Fly ash and bottom ash (FABA) containing monazite.<\/p><\/li>\n<\/ul>",
