Government to heed civil service affairs<\/p>\n
JAKARTA (JP): The government is determined to pay more
\nattention to civil servant development in a bid to help improve
\nefficiency, professionalism and services to the public.<\/p>\n
More attention is significantly needed to ease further
\npressure on the government due to uncontrolled recruitment of
\ncivil servants, a coordination meeting on peoples' welfare said
\non Wednesday.<\/p>\n
During the meeting, the State Ministry of Administrative
\nReforms and the Institute of State Personnel Administration set
\nthe qualifications for recruitment and screening.<\/p>\n
State Minister of Administrative Reforms M. Feisal Tamin said
\nafter the meeting that this determination was expected to reduce
\ncollusion in civil servant recruitment.<\/p>\n
\"That's why we still find inefficiency and unprofessionalism
\nin the way civil servants work. This condition has led to
\nwidespread corruption, collusion and nepotistic practices, where
\ncivil servants are no longer sensitive to the public's poor
\neconomic and social condition.<\/p>\n
\"This condition also generates the high cost of the economy
\nwhich in the end will decrease people's faith in the government,\"
\nhe said, adding that it would affect the government's authority.<\/p>\n
Feisal reiterated that several strict measures would be taken
\nin the near future to correct the recent condition, including the
\nreview of all legal measures and other regulations and
\npresidential decrees issued on civil servant affairs.<\/p>\n
He said that he had instructed all state institutions to
\nsubmit data and track records of their civil servants to enable
\nhis office to make crosscheck appraisals on their remuneration,
\npromotion, salary or even dismissal.<\/p>\n
The government has also determined to go with the minus growth
\nrecruitment system of civil servants to reach the ideal number of
\nless than 2 percent from the entire population of 210 million,
\nexcept for particular institutions which need more employees.<\/p>\n
\"The number of new recruits is designed to be less than those
\nentering their retirement age. This year we will prioritize
\nrecruitments to be medical practitioners, teachers who are
\ndesperately needed in remote areas, wardens, judges, prosecutors
\nand others for strategic institutions,\" Feisal said.<\/p>\n
Coordinating Minister for Peoples' Welfare Jusuf Kalla said
\nthat within the last six months, the government had succeeded in
\nreducing the number of civil servants from over 4 million in
\nMarch to 3.9 million this month.<\/p>\n
\"We're focusing on service, not the quantity of civil
\nservants,\" he said.<\/p>\n
\"The government will design a new system where civil servants
\nwill have a role in maintaining the nation's integrity,\" Jusuf
