The Indonesian government is developing an integrated system for daycare licensing to streamline regulations, policies, and programmes, ensuring standardisation and quality control for these essential services predominantly managed by private entities. Coordinating Minister Pratikno announced that central government will provide guidance on establishment permits, in collaboration with local authorities, while multiple ministries have agreed to form a task force for improving daycare governance across short, medium, and long terms. This initiative includes a unified data portal and strict intolerance for child violence, underscoring the state's commitment to child protection, upbringing, and education.

JAKARTA, KOMPAS.com - Coordinating Minister for Human Development and
Culture (Menko PMK) Pratikno revealed that the government is preparing a
plan to integrate daycare licensing into a single system. “Yes (in a
single system). That’s why one of the things being worked on quickly is
the integrated information system portal,” said Pratikno at the Menko
PMK Office in Central Jakarta on Thursday (30/4/2026). “So, it will
cover integration of regulations, policies, and programmes. Starting
from standardisation, up to the licensing mechanisms, and then support
from each ministry and agency (K/L),” he continued. Pratikno noted that
the majority of daycares are managed by private parties. “The majority
are from the community. The Minister of PPPA mentioned earlier that the
majority are from the community,” he said. “So, we are really ensuring
that daycares remain a service needed by the community, but the most
important thing is to maintain their quality and standards,” he added.
With integration into a single system, the central government will
provide assistance for permits to establish a daycare. “So, assistance
will be provided by the centre. In fact, we just discussed with the
Ministry of Home Affairs how to assign authority to local governments,”
he said. Pratikno stated that the Ministry of PPPA, Ministry of Health,
Ministry of Social Affairs, Ministry of Women’s Empowerment and Child
Protection, Ministry of Home Affairs, Ministry of Education, Culture,
Research, and Technology, Ministry of Religious Affairs, Indonesian
Child Protection Commission (KPAI) have also agreed to form a task force
regarding improvements in daycare governance going forward. “We agreed
to form a task force for governance improvements, both long-term,
medium-term, and short-term, which will also be formulated soon,” he
said. This includes the establishment of a single integrated data portal
among Ministerial Regulations (Permen) as regulations that must be
adhered to by every daycare. “Of course, the government will not
tolerate any violence against children. The state is obliged to provide
protection to children, provide upbringing and education as best as
possible,” he stated.
",
