Government reviews telecommunications laws<\/p>\n
JAKARTA (JP): To support the rapid development in
\ntelecommunications, the government is evaluating regulations on
\nthe industry.<\/p>\n
\"Telecommunications is a global industry and it always changes
\nin correlation with the development of technology. That's why
\nIndonesia should also anticipate this,\" chairman of Dimhart &
\nAssociate Law Firm, M. Dimyati Hartono said.<\/p>\n
He said that the government planned to amend the regulations,
\nwhich he was appointed to review, some time ago.<\/p>\n
He said that he completed the draft of the review last month
\nand has submitted it to the Ministry of Tourism, Post and
\nTelecommunications.<\/p>\n
\"Minister Joop Ave has principally agreed upon the draft and
\nhas allowed me to continue with the next phase,\" he told The
\nJakarta Post.<\/p>\n
According to Dimyati, the present regulation is outdated
\nbecause of the rapid development in both the technology and
\nbusiness aspects of the telecommunications industry.<\/p>\n
\"For instance, presently only state-owned firms are allowed to
\ndeal with basic telecommunications, while private companies can
\njust deal with non-basic telecommunications,\" he said, adding
\nthat the new regulations are also expected to facilitate the
\nentry of foreign investors into the country's cellular mobile
\nindustry.<\/p>\n
He said that policies and regulations of telecommunications
\nneed updating as the global telecommunications industry has grown
\nvery fast.<\/p>\n
\"Telecommunications has become one of the four major aspects
\nof Indonesia's economy, including utility, infrastructure,
\ncommodity. It is also one of the state's potential earners,\" he
\nsaid.<\/p>\n
Currently there are three major telecommunication regulations
\nin the country, being the Telecommunications Law no. 3\/1989,
\nGovernment Decree no. 8\/1989 and a decree from the Ministry of
\nTourism, Post and Telecommunications no. 39\/1993.<\/p>\n
\"Many of the clauses in the regulations should be adjusted,
\nwhile several new terms and conditions should be created to
\nanticipate wider business opportunities,\" Dimyati said. (icn)<\/p>",
