        "content": "<p>The government\u2019s digital transformation must be driven in a\nstructured and sustainable manner. The approach involves ensuring that\nevery initiative is interconnected and not operating in isolation.<\/p>\n<p>In directives from Indonesian President Prabowo Subianto on various\noccasions, digitalisation is not merely about modernising systems but\nserves as an instrument to improve efficiency, curb budget leakages, and\nensure that aid and subsidies reach their intended targets.<\/p>\n<p>In response, Minister for State Apparatus Empowerment and\nBureaucratic Reform (MenPAN-RB) Rini Widyantini stated that the\ncollaborative efforts represent a success in implementing DPI in\npriority use cases, namely social welfare services. This has completed\ncomponents of digital identity and data exchange, which will be followed\nby digital payments for more optimal distribution.<\/p>\n<p>\u201cNext, all digital services, including social welfare services going\nforward, can be integrated into the unified Public Service Portal,\nembodying the government\u2019s ease of service for the public,\u201d she said in\na written statement on Thursday (23\/4\/2026).<\/p>\n<p>She made these remarks during the Government Digital Transformation\nAcceleration Committee (KPTDP) meeting in Jakarta on Wednesday\n(22\/4).<\/p>\n<p>Rini stated that cross-sector orchestration must continue through the\nroles of KPTDP and Coordinating Ministries to drive the digital\ntransformation of various strategic government programmes.<\/p>\n<p>Through this orchestration, government digital services are directed\nto become integrated within the lifecycle of citizens, so they no longer\noperate separately but are interconnected across life phases.<\/p>\n<p>These services can then be integrated into the National Public\nService Portal, INAku. According to Rini, adjustments to several\nregulations are needed to ensure the government\u2019s digital transformation\nruns optimally.<\/p>\n<p>Through this transformation, it is hoped there will be significant\nstreamlining of business processes, more accountable and transparent\nselection of social aid recipients, and the ability for the public to\napply independently.<\/p>\n<p>Additionally, regulations for piloting as a controlled innovation\nspace need to be strengthened so that piloting can be expanded to other\nuse cases, with the Draft Presidential Regulation on Digital Government\nas a game changer.<\/p>\n<p>On that occasion, KPTDP Chairman and Presidential Special Advisor for\nDigitalisation and Government Technology Luhut Binsar Pandjaitan said\nthat the cross-agency collaboration conducted so far has been quite\ngood, evidenced by the ongoing progress in government digital\ntransformation.<\/p>\n<p>According to Luhut, the digitalisation of social welfare services\nneeds to be continuously developed, as it serves as an example of how\ntechnology can address various existing problems, including social\nwelfare services which are currently the first use case.<\/p>\n<p>KPTDP has conducted piloting of social aid digitalisation in\nBanyuwangi Regency, East Java, and is preparing to expand implementation\nto 42 regencies\/cities. The implementation of social aid digitalisation\npiloting in Banyuwangi Regency has generally gone well.<\/p>\n<p>Currently, the social aid piloting in Banyuwangi has carried out the\nobjection stage, with 9,639 Family Cards submitting objections and a\ntotal of 7,166 Family Cards successfully submitted.<\/p>\n<p>Luhut further stated that government digital transformation must be\naccompanied by security measures by the National Cyber and Crypto Agency\n(BSSN) to ensure the security of public data.<\/p>\n<p>On the other hand, the development of digital identity, data\nexchange, and digital payments also needs to be continuously carried out\nand strengthened as Digital Public Infrastructure (DPI). Therefore,\nLuhut requested that cross-agency coordination continue to accelerate\nthe transformation.<\/p>\n<p>Meanwhile, Social Affairs Minister Saifullah Yusuf (Gus Ipul)\nreported that the implementation of social aid digitalisation piloting\nheld in Banyuwangi Regency, East Java, has successfully increased data\naccuracy significantly.<\/p>\n<p>This is marked by a drastic reduction in the targeting error rate or\nexclusion error for recipients of the Family Hope Programme (PKH).<\/p>\n<p>Based on measurements, the exclusion error in Banyuwangi has been\nreduced from the previous 77.7% to 28.2%. Several independent\ninstitutions have also measured other impacts of this social aid\ndigitalisation.<\/p>\n<p>\u201cThe social aid digitalisation piloting is meaningful if the\ntargeting and distribution stages of social aid are successfully\nimplemented. Then, the expansion of piloting to 42 other\nregencies\/cities must consider technical readiness and regulations that\ncover the entire process stages, namely targeting and distribution,\u201d he\nconcluded.<\/p>",
