        "content": "<p>The Ministry of Hajj and Umrah has proposed increasing the cost of\norganising the Hajj pilgrimage (BPIH) for 2027 to Rp 107.3 million per\npilgrim. This figure represents an increase of Rp 19.9 million compared\nto the 2026 BPIH, which was set at Rp 87.4 million.<\/p>\n<p>Minister of Hajj and Umrah Mochamad Irfan Yusuf stated that the\nproposed figure was determined by considering the principles of\nefficiency, improved service quality, and the sustainability of the\npilgrimage. \u2018The calculation was prepared using the assumption of an\nexchange rate of Rp 17,500 per US Dollar and Rp 4,666 per Saudi Riyal,\u2019\nhe said during a working meeting with House of Representatives (DPR)\nCommission VIII in Jakarta on Tuesday evening, 7 July 2026.<\/p>\n<p>Irfan detailed that the Rp 107 million BPIH allocation is divided\ninto a component for organising the pilgrimage in Saudi Arabia,\namounting to Rp 60,891,068 (56.73 percent), and a domestic component of\nRp 46,449,103 (43.27 percent). This cost includes the average flight\nprice per pilgrim.<\/p>\n<p>According to Irfan, the increase in 2027 Hajj costs is unavoidable\ndue to changes in the rupiah exchange rate, rising flight costs,\naccommodation expenses in Mecca and Medina, land transportation costs,\nMasyair services, and health services. Other contributing factors\ninclude the strengthening of health manasik programmes, increased\nconsumption costs in Saudi Arabia, accommodation distribution costs in\nMedina, and the need for visa financing for replacement pilgrims.<\/p>\n<p>The ministry has proposed a financing scheme where 60 percent comes\nfrom the value of benefits managed by the Hajj Financial Management\nAgency (BPKH) and 40 percent is covered by the Hajj travel costs borne\nby each pilgrim. Irfan expressed hope that this scheme could be\nimplemented, similar to the post-Covid-19 pandemic period in 2022. \u2018This\nproposal is submitted to ease the financial burden on pilgrims amidst\nthe projected increase. With this division, we calculate that the Hajj\ntravel cost paid by pilgrims will not be much different from last year\u2019s\ncost,\u2019 said the Gerindra Party politician.<\/p>\n<p>Separately, House Commission VIII Chairman Marwan Dasopang assessed\nthat the proposed increase for next year\u2019s Hajj costs is still rational\ngiven the rise in price components. However, he encouraged the Ministry\nof Hajj and Umrah to negotiate with the Saudi Arabian government to\nreduce cost components, thereby easing the burden on both pilgrims and\nthe BPKH. \u2018If they cannot convince the Saudi side, it seems difficult to\nlower this price.
