Jakarta (ANTARA) - The government has stated that preparations for a\nsystem to restrict subsidised Pertalite fuel for deciles 9 and 10 are\nbeing carried out while improving the National Socio-Economic Single\nData (DTSEN).<\/p>\n
Finance Minister Purbaya Yudhi Sadewa, when confirmed by journalists\nat the Ministry of Finance office in Jakarta on Wednesday, explained\nthat the DTSEN data is currently in the process of being improved. The\nFinance Ministry has previously provided budget support of Rp7 trillion\nto Statistics Indonesia (BPS) to optimise data collection, including the\neconomic census and DTSEN data.<\/p>\n
\u201cThe DTSEN data and the Economic Census, if I am not mistaken, amount\nto almost Rp7 trillion, with various components. So, they asked for time\nat the beginning of the year, for additional budget to ensure the DTSEN\nis good,\u201d said Purbaya.<\/p>\n
He estimated that the DTSEN data will be more accurate next year.\nMeanwhile, the implementation of the Pertalite restriction policy will\ntake greater account of economic dynamics and the condition of\nsociety.<\/p>\n
\u201cLater we will look at the economic dynamics and the public, but we\nare all preparing the system. Once it is ready, then we will implement\nit,\u201d said Purbaya.<\/p>\n
\u201cBut if there is an issue like that (incorrect decile data), it\ncertainly will not affect everyone. Only some people. If there is a\nproblem, for example before the new DTSEN is released, we will handle\nthe cases one by one,\u201d the Finance Minister added.<\/p>\n
The plan to restrict Pertalite for deciles 9 and 10 is still under\nreview, so Pertalite distribution is currently proceeding as usual, as\nconveyed by Minister of Energy and Mineral Resources (ESDM) Bahlil\nLahadalia.<\/p>\n
\u201cThe Pertalite restriction is still under discussion,\u201d said Bahlil on\nWednesday (19\/8).<\/p>\n
If the discussion has not yet produced a decision, he continued, then\nPertalite distribution will continue as it is at present. Accordingly,\nBahlil stated that the rules currently in force are 200 litres of\nPertalite per day for buses and trucks, and 50 litres per day for\nfour-wheeled vehicles.<\/p>\n
Regarding deciles, BPS has stated that the decile figures in DTSEN\nshould be understood as a description of relative position in welfare\nranking, not as a single measure of a family\u2019s economic condition.<\/p>\n
Head of BPS Amalia Adininggar Widyasanti explained that decile\ndetermination is not based solely on income, ownership of one type of\ngoods, electricity capacity, occupation, or any single indicator. The\nranking considers various socio-economic characteristics together,\nincluding housing conditions, drinking water sources, cooking fuel and\nenergy, asset ownership, electricity capacity and consumption, family\ncomposition, education, occupation, health, and disability.<\/p>\n
This information is considered together using the Proxy Means Test\n(PMT) statistical method to estimate a family\u2019s welfare level based on\nobservable characteristics. A decile position can change as a family\u2019s\nsocio-economic conditions change and as its relative position compared\nwith other families changes.
