        "content": "<p>Government plans to revoke 68 problematic bylaws<\/p>\n<p>Bambang Nurbianto, The Jakarta Post, Jakarta<\/p>\n<p>Minister of Home Affairs Hari Sabarno said on Tuesday that at<br>\nleast 68 bylaws enacted by provincial and regency administrations<br>\nshould be revoked as they contradicted national laws.<\/p>\n<p>The figure was far smaller than that recorded by the<br>\nIndonesian Chamber of Commerce and Industry (KADIN), which<br>\nrecently demanded that regional governments review or scrap<br>\nthousands of their rules deemed to have hampered business deals<br>\nin the regions.<\/p>\n<p>&quot;We have received a report from KADIN mentioning thousands of<br>\ncontroversial regional regulations, but our investigation finds<br>\nthat 68 regulations are inconsistent with higher laws,&quot; Hari told<br>\na media conference in Jakarta.<\/p>\n<p>He said the revocations should include the regulation<br>\nrequiring visitors to pay taxes to the local administration.<\/p>\n<p>&quot;Such a regulation is very controversial and should be<br>\nscrapped,&quot; Hari added, without mentioning the name of the<br>\ndistricts or provinces that had enacted the ruling.<\/p>\n<p>Echoing Hari&apos;s statement, Director General of Regional<br>\nAutonomy Affairs at the Ministry of Home Affairs Sudarsono said<br>\nmost of the controversial regulations were related to taxation<br>\nand other sources of regional income.<\/p>\n<p>Hari said that, as home affairs minister, he had the right to<br>\nrevoke such controversial regulations.<\/p>\n<p>&quot;But I prefer to promote discussion in order to deal with this<br>\nissue. But if they (governors, regents or mayors) refuse to do<br>\nso, I will execute my authority,&quot; he warned.<\/p>\n<p>The issue of controversial regulations surfaced following the<br>\nimplementation of the regional autonomy law on Jan. 1, 2001,<br>\nwhich requires regional administrations to independently create<br>\nand manage their own sources of income.<\/p>\n<p>The move has caused problems for certain regions, particularly<br>\npoor provinces or regencies.<\/p>\n<p>The government is revising the laws on regional autonomy and<br>\nthe central-regional fiscal balance in a move to reduce the<br>\ncontrol of regency administrations over natural and financial<br>\nresources.<\/p>",
