        "content": "<p>The government has established adjustments to the implementation of\nofficial duties for Civil Servants (ASN). This step is intended to\nimplement a transformation in governance that is more efficient,\nadaptive, and performance-based.<\/p>\n<p>The policy is outlined in Circular Letter No.\u00a03 of 2026 from the\nMinister of PAN-RB on the Implementation of Official Duties for ASN\nEmployees in Government Agencies, which takes effect on 1 April\n2026.<\/p>\n<p>The Minister of State Apparatus Utilization and Bureaucratic Reform\nof the Republic of Indonesia (MenPAN-RB), Rini Widyantini, explained\nthat this adjustment serves as a guide for government agencies in\nregulating the implementation of ASN official duties in a more flexible\nmanner while prioritising organisational performance.<\/p>\n<p>\u201cThrough this policy, we encourage the implementation of official\nduties that is more efficient, effective, adaptive, and digitally based,\nthereby increasing ASN productivity and the quality of public services\nsustainably,\u201d said Rini in a written statement on Wednesday\n(1\/4\/2026).<\/p>\n<p>The adjustment to ASN work patterns is carried out through a\ncombination of work location flexibility, namely four days of office\nwork (work from office\/WFO) from Monday to Thursday and one day of work\nfrom home\/residence as the ASN\u2019s domicile location (work from home\/WFH)\non Friday.<\/p>\n<p>Nevertheless, Rini emphasised that this policy does not change the\nprovisions on working days and hours for ASN, but rather an adjustment\nto the work methods that remains oriented towards performance\nachievements.<\/p>\n<p>\u201cWork flexibility must still align with the achievement of\nperformance targets. The main focus remains on output and outcomes, not\non the work location,\u201d Rini stressed.<\/p>\n<p>In its implementation, Personnel Development Officials (PPK)\/Heads of\nGovernment Agencies in each agency are given the authority to regulate\nthe proportion of employees and the mechanisms for implementing official\nduties according to the characteristics of the tasks and services.<\/p>\n<p>The government also emphasises that this adjustment must not disrupt\nthe conduct of government and the quality of public services. Therefore,\nagencies are required to ensure that essential services remain available\nand accessible to the public.<\/p>\n<p>\u201cHealth services, security, cleanliness, population affairs, and\nemergency services must continue to operate optimally, including\nensuring services that are friendly to vulnerable groups,\u201d Rini\nexplained.<\/p>\n<p>In addition to work pattern arrangements, the government is also\nencouraging efficiency measures in agency operations, including\nrestrictions on official travel, optimisation of online meetings,\nreduction in the use of official vehicles, and more prudent use of\noffice energy.<\/p>\n<p>The application of digital technology and information systems also\nbecomes key in supporting the effectiveness of this policy\u2019s\nimplementation, including in aspects of attendance and ASN performance\nreporting.<\/p>\n<p>\u201cTo ensure optimal implementation, each agency is required to conduct\nperiodic monitoring and evaluation of organisational performance\nachievements, energy efficiency, and public service quality,\u201d Rini\nexplained.<\/p>\n<p>In particular, the results of such evaluations must be submitted to\nthe MenPAN-RB, and for local governments also to the Minister of Home\nAffairs of the Republic of Indonesia (Mendagri), at the latest by the\n4th of the following month.<\/p>\n<p>Furthermore, more detailed technical guidelines for ASN in local\ngovernment environments will be established by the Mendagri to ensure\nalignment in policy implementation at central and local levels.<\/p>\n<p>The government also ensures that public complaint channels remain\nopen as a form of community participation in maintaining service\nquality.<\/p>\n<p>\u201cThrough this policy, we ensure that the transformation of governance\nis not just a concept, but is implemented concretely in the daily work\npatterns of ASN,\u201d she concluded.<\/p>",
