        "content": "<p>The government has established adjustments to the implementation of\nofficial duties for Civil Servants (ASN) as a concrete step in\nimplementing a transformation of governance that is more efficient,\nadaptive, and performance-based.<\/p>\n<p>This policy is set out in Circular Letter of the Minister of PANRB\nNumber 3 of 2026 on the Implementation of Official Duties for ASN\nEmployees in Government Agencies, which takes effect on 1 April\n2026.<\/p>\n<p>The Minister of State Apparatus Utilization and Bureaucratic Reform\n(PANRB), Rini Widyantini, explained that this adjustment serves as a\nguide for government agencies in regulating the implementation of ASN\nofficial duties in a more flexible manner while still prioritising\norganisational performance.<\/p>\n<p>\u201cThrough this policy, we encourage the implementation of official\nduties that is more efficient, effective, adaptive, and digitally based,\nthereby increasing ASN productivity and the quality of public services\nin a sustainable manner,\u201d said Minister Rini.<\/p>\n<p>The ASN work pattern adjustment is carried out through a combination\nof work location flexibility, namely four days of work at the office\n(work from office\/WFO) from Monday to Thursday and one day of work from\nhome\/residence which is the ASN\u2019s domicile location (work from home\/WFH)\non Friday.<\/p>\n<p>Nevertheless, Minister Rini emphasised that this policy does not\nchange the provisions on working days and hours for ASN, but rather an\nadjustment to the way of working that remains oriented towards\nperformance achievements.<\/p>\n<p>\u201cWork flexibility must still align with the achievement of\nperformance targets. The main focus remains on output and outcome, not\non the work location,\u201d she stressed.<\/p>\n<p>In its implementation, Personnel Development Officials (PPK)\/Heads of\nGovernment Agencies in each agency are given the authority to regulate\nthe proportion of employees and the mechanism for implementing official\nduties according to the characteristics of the tasks and services.<\/p>\n<p>The government also emphasises that this adjustment must not disrupt\nthe conduct of government and the quality of public services. Therefore,\nagencies are obliged to ensure that essential services remain available\nand accessible to the public.<\/p>\n<p>\u201cHealth services, security, cleanliness, population affairs, as well\nas emergency services must continue to operate optimally, including\nensuring services that are friendly to vulnerable groups,\u201d explained\nMinister Rini.<\/p>\n<p>In addition to work pattern arrangements, the government is also\npromoting efficiency measures in agency operations, including through\nrestrictions on official travel, optimisation of online meetings,\nreduction in the use of official vehicles, and more prudent use of\noffice energy.<\/p>",
