        "content": "<p>The Coordinating Minister for Food, Zulkifli Hasan, widely known as\nZulhas, has given assurances that the Red-and-White Village Cooperatives\n(Kopdes Merah Putih) will not destroy small community-owned shops or\nsimilar micro, small and medium enterprises (MSMEs).<\/p>\n<p>At a press conference on the draft Presidential Regulation on the\nGovernance of the Kopdes Merah Putih programme, Zulhas explained that\nthe cooperatives\u2019 function is to serve as government infrastructure for\nchannelling subsidised goods and government aid.<\/p>\n<p>\u201cLet me clarify: these cooperatives are not shops, not supermarkets.\nSo there is no need for small warungs or retailers to worry; they can\ncomplement one another,\u201d said Zulhas in Jakarta on Tuesday, 28 July\n2026.<\/p>\n<p>He added that the Kopdes Merah Putih will also act as an offtaker, or\nbuyer, of agricultural products such as rice and unhusked grain.<\/p>\n<p>\u201cIn regions where the government sets the price of unhusked grain at\nRp 6,500 but middlemen are only buying at Rp 5,000, the cooperatives can\npurchase at Rp 6,500, in cooperation with Bulog,\u201d he said.<\/p>\n<p>Looking ahead, Zulhas believes that if the Kopdes Merah Putih develop\nwell, they could also enable the growth of tourist villages, thematic\nvillages and other initiatives.<\/p>\n<p>\u201cBut the most fundamental functions, as I said, are as infrastructure\nfor distributing subsidies and as an offtaker,\u201d said Zulhas.<\/p>\n<p>The government is targeting around 25,000 Kopdes Merah Putih to begin\noperating between August and September 2026, with the number expected to\nrise to 35,862 units by the end of the year.<\/p>\n<p>Zulhas expressed hope that the Presidential Regulation governing the\nmanagement of the Red-and-White Village\/Urban Ward Cooperatives (KDKMP)\ncan be finalised this week, to serve as the operational foundation of\nthe programme.<\/p>\n<p>\u201cHopefully the governance arrangements will be completed this week so\nthat everyone has the same reference point,\u201d he said.
