        "content": "<p>The government has officially enacted Government Regulation (PP)\nNumber 28 of 2025 on the Implementation of Risk-Based Business\nLicensing, replacing PP Number 5 of 2021. The policy has been affirmed\nas a demonstration of the government\u2019s commitment to building a more\nefficient business licensing ecosystem to drive national investment\ngrowth.<\/p>\n<p>Secretary of the Coordinating Ministry for Economic Affairs,\nSusiwijono Moegiarso, explained that there are three key breakthroughs\nunderpinning the latest regulation. One of these is the certainty of\nservice timelines, or Service Level Agreements (SLA), in the business\nlicence issuance process.<\/p>\n<p>\u201cThe SLA will serve as a time reference throughout all stages of the\nprocess, from registration and document verification through to licence\nissuance. This provides clarity and certainty for business operators,\u201d\nsaid Susiwijono at the launch of the regulation at Graha Sawala, Ali\nWardhana Building, Coordinating Ministry for Economic Affairs, Jakarta,\non Monday (30\/6\/2025).<\/p>\n<p>Additionally, PP 28\/2025 introduces a phased fictive-positive policy.\nThis means that if the relevant authority fails to respond within the\ntimeframe stipulated by the SLA, the system will automatically advance\nthe process to the next stage. This mechanism is expected to cut\nbureaucracy and accelerate services.<\/p>\n<p>Another important point is the simplification of processes for Micro\nand Small Enterprise (UMK) operators. Through the enhanced Online Single\nSubmission (OSS) system, UMK operators need only complete a\nself-declaration to obtain their business legality. The latest OSS\nsystem is also equipped with three new subsystems: the Basic\nRequirements subsystem, the Business Facilities subsystem, and the\nPartnership subsystem. These three subsystems are designed to improve\nthe integration and efficiency of licensing services.<\/p>\n<p>Susiwijono emphasised that PP 28\/2025 will serve as the single\nreference for all business licensing in Indonesia. Accordingly, no\nadditional requirements may be issued by ministries, agencies, regional\ngovernments, or zone administrators unless explicitly stipulated in the\nregulation.<\/p>\n<p>\u201cThis regulation is the primary reference. No additional requirements\nbeyond those stipulated are permitted. This is to prevent regulatory\noverlap and provide legal certainty to business operators,\u201d he\nstressed.<\/p>\n<p>The government hopes that through the implementation of PP 28\/2025,\nIndonesia\u2019s investment climate will become increasingly conducive, and\nthe business sector, particularly micro and small enterprises, will gain\ntangible ease in accessing business legality and facilities.<\/p>",
