        "content": "<p>The government has issued a Joint Circular (SEB) regarding the\nimplementation of the 2025 adjustments to the Indonesian Standard\nIndustrial Classification (KBLI) in the administration of Risk-Based\nBusiness Licensing (PBBR), as an effort to strengthen business licensing\nease.<\/p>\n<p>The SEB was signed by the Minister of Investment and\nDownstreaming\/Head of the Investment Coordinating Board (BKPM) Rosan\nPerkasa Roeslani, the Minister of Law Supratman Andi Agtas, and the Head\nof the Central Statistics Agency (BPS) Amalia Adininggar Widyasanti.<\/p>\n<p>Rosan stated that this policy serves as a strategic step to reinforce\nlegal certainty, enhance business classification accuracy, and promote\nthe integration of the national licensing system.<\/p>\n<p>According to him, the regulation is addressed to all\nministries\/institutions, regional governments, the Nusantara Capital\nAuthority, zone management bodies, notaries, and business actors\nthroughout Indonesia.<\/p>\n<p>\u201cThe 2025 KBLI adjustment becomes a crucial foundation in ensuring\nthat the risk-based business licensing system operates more accurately,\nintegrated, and responsive to developments in the business sector. With\nmore up-to-date classifications, business actors will gain certainty and\nease in the licensing process,\u201d said Rosan, quoted from Antara on\nSunday, 29 March 2026.<\/p>\n<p>Through this policy, the government ensures that Basic Requirements\n(PD), Business Licences (PB), and Business Licences to Support Business\nActivities (PB UMKU) that have already been issued, verified, or\napproved before the implementation of KBLI 2025, remain valid.<\/p>\n<p>Additionally, business actors are required to adjust their data in\nthe General Legal Administration (AHU) system if there are changes in\nbusiness activities, while adjustments to numeric codes without\nsubstantive changes will be carried out automatically by the system.<\/p>\n<p>The government also mandates all ministries, institutions, and\nregional governments to adjust their systems and services to support the\nintegrated implementation of KBLI 2025.<\/p>\n<p>The implementation of KBLI 2025 aims to ensure data alignment across\nbusiness agencies, thereby supporting more accurate and data-based\npolicy formulation.<\/p>\n<p>During the transition period, business actors will continue to\nreceive licensing service certainty without disruptions to ongoing\nlicensing processes.<\/p>\n<p>\u201cWe encourage all ministries\/institutions and regional governments to\npromptly adopt and implement KBLI 2025 consistently.
