In an effort to realise integrated data for all, the government is\nfollowing up on the Draft Law (RUU) concerning One Data Indonesia (SDI).\nThe implementation of SDI aims to ensure that every citizen is recorded,\nserved, and protected proportionally within public policy.<\/p>\n
This follow-up was marked by the signing of the List of Identified\nProblems (DIM) for the One Data Indonesia Bill at Menara Bappenas,\nMinistry of National Development Planning (PPN)\/National Development\nPlanning Agency (Bappenas), Jakarta, on Tuesday (8\/9).<\/p>\n
During the event, the Minister of Home Affairs, Muhammad Tito\nKarnavian, raised several points of attention, particularly regarding\nthe use of the term \u201cintegrated data\u201d instead of \u201ccentralised data.\u201d<\/p>\n
According to Tito, the term \u201ccentralised data\u201d could be interpreted\nas an attempt to centralise and exert control over data. Furthermore,\nthe choice of terminology is crucial to emphasise that data integration\ndoes not mean overriding the authority of parties who have historically\nproduced and managed data. The role of data stewards remains vital in\nensuring that the generated data can be used and integrated\noptimally.<\/p>\n
\u201cThis prevents data producers from feeling that their hard work is\nbeing disregarded, even though they continue to use that data,\u201d he\nsaid.<\/p>\n
In addition to the terminology, Tito highlighted the importance of\npersonal data protection and data security. The government must refer to\nthe Personal Data Protection Law, especially when determining which data\nneeds protection and which can be opened for the public interest. \u201cWe\nalso need to be vigilant; data that must be protected under the law\nneeds to be guarded,\u201d he added.<\/p>\n
On the other hand, the Minister of PPN\/Head of Bappenas, Rachmat\nPambudy, explained that the role of data stewards is delegated to the\nministries and agencies that are most authorised and interested in that\nspecific data. For instance, population data remains under the authority\nof the Directorate General of Population and Civil Registration\n(Dukcapil) of the Ministry of Home Affairs, as the party responsible for\norganising and maintaining such data.<\/p>\n
Furthermore, Rachmat emphasised that the aspect of personal data\nsecurity already has a legal basis, including provisions regarding\nsanctions for violators. \u201cI am also reviewing the sanctions; usually,\nthe law includes penalties. We will follow the existing laws regarding\nthese sanctions,\u201d he explained.<\/p>\n
He asserted that the goal of implementing SDI is to increase public\nwelfare through improved public services and to empower national\nindependence and competitiveness. Additionally, SDI aims to produce\nnational baseline data as a reference for national development planning\nto ensure progress continues effectively.<\/p>\n
\u201cThis Bill is essentially for the benefit of all Ministries\/Agencies\nand all national interests, and ultimately for all citizens. By doing\nso, we can formulate various conveniences because our reference point is\nthe same,\u201d he concluded.<\/p>\n
