        "content": "<p>JAKARTA - The Ministry of Investment and Downstreaming\/BKPM, the\nMinistry of Transmigration, the Ministry of Agriculture, and PT Asia\nBeef Biofarma Indonesia have agreed on a new concept and programme to\nstrengthen the domestic cattle industry through the utilisation of\ncommunal transmigration land.<\/p>\n<p>The effort to strengthen the cattle farming ecosystem involves\nmanaging transmigration land communally through community corporations.\nAll parties hope this initiative will attract investment whilst\ndelivering economic benefits.<\/p>\n<p>\u201cThe ultimate goal of all this is for us to be self-reliant in\nmeeting our meat and milk needs. In line with the President\u2019s wishes and\ndirectives, with our population now reaching 300 million, we must\nsuppress imports as much as possible,\u201d said Deputy Minister of\nInvestment and Downstreaming\/BKPM Todotua Pasaribu in Jakarta on\nSaturday (17\/5).<\/p>\n<p>The programme is also expected to support industrial downstreaming\nand help deliver the Free Nutritious Meals (MBG) programme.<\/p>\n<p>Minister of Transmigration Iftitah Sulaiman explained that this new\nconcept emerged due to land scarcity problems in the cattle industry.\nHer ministry proposed utilising 3.1 million hectares of transmigration\nland under Land Management Rights (HPL) schemes, as well as 525,995\nhectares of transmigration land currently being developed for investor\nuse.<\/p>\n<p>Iftitah said the transmigration land would be managed communally\nthrough community corporations to enable business cooperation\narrangements (KSU), benefiting both communities and investors. She\ndescribed the concept as novel, noting that transmigrants were\npreviously given two hectares of land to manage, but now only receive a\nhouse and yard.<\/p>\n<p>\u201cWe are converting these community corporation assets into equity in\nthe form of shares distributed to the community,\u201d she added.<\/p>\n<p>To advance the plan, Director General of Livestock and Animal Health\nat the Ministry of Agriculture, Agung Suganda, said his office would\ndetail the concept further next week and conduct a pilot project in East\nSumba, East Nusa Tenggara (NTT), to build a cattle farming ecosystem on\ntransmigration land.<\/p>\n<p>According to his calculations, every 10,000 hectares of\ntransmigration HPL land could support 5,000 productive breeding cows,\nincluding a processing and downstream ecosystem.<\/p>\n<p>\u201cThis is a pilot project that we hope to realise this year, and Asia\nBeef together with the Indonesia-Brazil Cattle Consortium are ready to\nfacilitate and support it in terms of funding, technology, and building\nthe ecosystem,\u201d Agung said.<\/p>\n<p>In the same forum, Todotua further explained that a comprehensive\ncattle farming ecosystem could support the Free Nutritious Meals\nprogramme whilst reducing imports.<\/p>\n<p>\u201cOur main target is to reduce imports as much as possible. This is\nhighly promising. Investors have already explained that Indonesia has\ngreat potential for developing this. We just need to consolidate on a\nlarge scale,\u201d Todotua said.<\/p>\n<p>The pilot project for the cattle farming ecosystem in East Nusa\nTenggara, discussed on Friday (16\/5), is expected to begin\nimplementation in 2025. All parties have begun discussions to create a\nnational cattle ecosystem investment covering both beef and dairy cattle\nalong with their downstream ecosystems.<\/p>\n<p>\u201cThere will be a dairy industry there, and most importantly we can\nsupport one of the government\u2019s programmes regarding meat needs for the\nFree Nutritious Meals programme,\u201d he said.<\/p>\n<p>The cattle farming ecosystem concept encompasses an agricultural\nlivestock ecosystem within a downstreaming framework, consolidating all\navailable strengths, particularly land resources. Indonesia\u2019s\nconsumption demand still falls far short when it comes to beef and milk\nneeds. The NTT pilot project will be managed as a single ecosystem, with\nan industrial downstreaming zone concept developed around it.<\/p>\n<p>\u201cThe ultimate goal of all this is for us to be self-reliant in\nmeeting our meat and milk needs. This is the programme, in line with the\nwishes and directives of the President, to find ways for Indonesia\u2019s\npopulation of 300 million to suppress imports as much as possible,\u201d\nTodotua said.<\/p>",
