Deputy\nMinister of Home Affairs Bima Arya Sugiarto stated that the government\nis encouraging the strengthening of the agglomeration concept based on a\nsectoral approach to accelerate the resolution of various urban area\nproblems.<\/p>\n<p>The agglomeration concept, according to him, is not new. However, its\nimplementation is often hindered by an excessive focus on institutional\naspects, resulting in cross-regional issues such as flooding,\ncongestion, and waste not being handled optimally.<\/p>\n<p>\u201cIn China, Sir, they have advanced to this extent until now because\ntheir agglomeration is working. This approach is deemed important so that development\npolicies do not proceed partially, but within an integrated\necosystem.<\/p>\n<p>Bima emphasised the need for a shift in approach from institutional\nto sectoral so that problem resolution can be carried out more quickly\nand concretely in the field. \u201cFocus on issues and sectors directly,\u201d he\nsaid.<\/p>\n<p>He cited waste management and transportation as key issues in\nagglomeration areas that require a sectoral approach.<\/p>\n<p>The Waste Management to Electricity Energy Programme (PSEL) and the\nLocal Service Delivery Improvement Programme (LSDP) were mentioned as\nforms of direct central government intervention focused on concretely\nresolving problems.<\/p>\n<p>He assessed that cross-regional transportation integration could also\nrun more effectively if supported by clear authority, financing schemes,\nand inter-regional coordination within the agglomeration framework.<\/p>\n<p>Bima affirmed that with central government support and local\ngovernment commitment, the agglomeration concept based on a sectoral\napproach has strong prospects as a long-term solution to overcoming\nurban area problems.<\/p>",
