The Indonesian Ministry of Population and Family Development (Kemendukbangga/BKKBN) is accelerating the formalisation and data registration processes for unlicensed daycares in response to recent child abuse cases in Yogyakarta and Banda Aceh. Officials emphasise that these incidents highlight opportunities for improvement rather than systemic failures, committing to data integration and simplified licensing to ensure better monitoring and child protection. The government vows to close offending facilities and provide comprehensive support for the 53 affected children and their families, underscoring collective responsibility for child welfare.

Jakarta (ANTARA) - The Ministry of Population and Family Development
(Kemendukbangga)/BKKBN continues to strive to accelerate the formalities
process and improve the registration of child care centres (TPA) as a
step towards regulating unlicensed daycares.

“Regarding the findings of daycares that do not yet have operational
permits, we see this as an opportunity for improvement in the
formalities and registration processes, not merely a systemic failure.
Therefore, in the future, steps will be taken to accelerate data
integration and simplify licensing so that all daycare services can be
registered and monitored more effectively,” said the Secretary of
Kemendukbangga/BKKBN, Budi Setiyono, in Jakarta on Wednesday.

Budi conveyed this in response to the case of child violence and
abuse at Daycare Little Aresha in Yogyakarta, and the most recent
incident in Banda Aceh.

He emphasised that this acceleration needs to be carried out through
collaboration between the government, the community, and service
providers, so that the child care system in Indonesia will become
stronger, more adaptive, and oriented towards the best interests of the
child.

“This incident serves as a reminder that child protection is a shared
responsibility. The government is committed to continuously making
sustainable improvements so that every Indonesian child grows up in a
safe, healthy, and loving environment,” Budi stated.

“The daycare in question will be closed,” said the Deputy Mayor of
Banda Aceh, Afdhal Khalilullah, in Banda Aceh on Tuesday (28/4)
night.

The case came to light after CCTV footage of alleged abuse went viral
on social media and attracted public attention. The incident is now
being handled by the police.

The management of Daycare Baby Preneur has also issued an apology via
social media and stated that the suspected perpetrator has been
dismissed and handed over to the legal process.

“The handling must be as optimal as possible, both for the child
victims and their parents,” said the Head of the Department of Women’s
Empowerment, Child Protection, and Population Control (DP3AP2) of DIY,
Erlina Hidayati Sumardi, in Yogyakarta on Wednesday.

According to her, this is in line with the instructions from the
Governor of DIY, Sri Sultan Hamengku Buwono X, who has directed the
handling and protection for the 53 child victims of the daycare. It not
only targets the children’s physical well-being but also the mental
condition of the affected parents.

Moreover, the parents of the victims in the daycare case are
certainly experiencing psychological pressures, feelings of guilt, and
concerns about their child’s growth and physical health.
",
