The National Food Agency (Bapanas) and Perum Bulog are accelerating\nthe implementation of food aid distribution comprising rice and cooking\noil in 2026 to maintain public purchasing power. The programme follows\nPresident Prabowo Subianto\u2019s directive to ensure food interventions are\nquickly felt by beneficiaries across Indonesia.<\/p>\n
I Gusti Ketut Astawa, Deputy for Food Availability and Stabilisation\nat Bapanas, stated that acceleration is being carried out through\nstrengthened budget preparedness, distribution planning, and commodity\nstock fulfilment. Bapanas has coordinated operational steps with Bulog\nto ensure simultaneous and measured distribution across all regions.<\/p>\n
\u201cFood aid will not be delayed. This is already a directive from the\nPresident and must be implemented immediately. Preparations must be\nthorough because the distribution is large. The goods must be complete\nfirst using the methods prepared by Bulog,\u201d Ketut said in Jakarta on\nSaturday, 28 February 2026.<\/p>\n
As part of the acceleration, Bapanas has notified Bulog\u2019s Director\nGeneral regarding budget availability in the Budget Implementation\nDetail List (DIPA). Bulog has been asked to immediately prepare a\nnational distribution schedule so that distribution can commence\npromptly.<\/p>\n
The next focus is ensuring adequate stock of Minyakita (the people\u2019s\ncooking oil) sourced from the Domestic Market Obligation (DMO) policy.\nThe Minyakita requirement for this year\u2019s food aid programme stands at\n132.98 million litres, making the collection of producer allocations a\npriority.<\/p>\n
\u201cThe assignment is already underway. We are currently collecting\nallocations of Minyakita cooking oil. Once stock is available, Bulog\nwill distribute immediately and it must be done as quickly as possible,\u201d\nKetut said.<\/p>\n
Bapanas Chief Andi Amran Sulaiman has allocated Minyakita supplies to\n73 cooking oil producers as of 24 February. Producers have been asked to\ncoordinate intensively with Bulog to meet DMO targets for the food aid\nprogramme.<\/p>\n
This distribution obligation is regulated under Trade Minister\nRegulation Number 43 of 2025, which requires producers to distribute at\nleast 35 per cent of DMO realisation to Bulog or food SOEs as Line 1\nDistributors. Purchase prices follow government-set distributor-level\nprovisions.<\/p>\n
The food aid programme for rice and cooking oil this year is\nsupported by a budget of Rp 11.92 trillion and targets 33.2 million\nbeneficiaries across Indonesia. The five provinces with the largest\nnumbers of recipients are West Java, East Java, Central Java, North\nSumatra, and Banten.<\/p>\n
Each recipient will receive 10 kilogrammes of rice and 2 litres of\ncooking oil per month.
