        "content": "<p>The government, through the Ministry of Social Affairs (Kemensos) in\ncollaboration with the National Economic Council (DEN) and other\nministries and agencies, is accelerating the digital transformation of\nsocial assistance (bansos) distribution to enhance targeting accuracy,\nefficiency, and transparency of services to the public.<\/p>\n<p>In a meeting discussing the implementation report, DEN Chairman Luhut\nBinsar Pandjaitan emphasised that digital transformation is a crucial\npart of modernising public services based on cross-ministry and agency\ndata integration within the Government Technology (GovTech)\nframework.<\/p>\n<p>Luhut stressed that Kemensos plays a strategic role in the\ndigitalisation of bansos.<\/p>\n<p>\u201cThe ministry most involved here, in my view, is the Ministry of\nSocial Affairs, because the biggest issues are there. But now we see\nimprovements are starting to happen,\u201d Luhut stated in his remarks on\nWednesday (22\/4\/2026).<\/p>\n<p>He made these comments during a meeting on the implementation report\nat the Soedjono Djoened Poesponegoro Building (BPPT I) on Wednesday\n(22\/4).<\/p>\n<p>He added that the government aims to expand trials to hundreds of\ndistricts before national implementation. \u201cWe target a national rollout\nfrom the end of this year to the beginning of next year, after expanding\nthe trials and maturing the system,\u201d he asserted.<\/p>\n<p>Meanwhile, Social Affairs Minister Saifullah Yusuf, or Gus Ipul,\nstated that Kemensos has a strategic role in accelerating bansos\ndigitalisation and is part of the Government Digital Transformation\nAcceleration Committee.<\/p>\n<p>This committee coordinates system and data integration across\nministries and agencies to support more efficient and transparent public\nservices, including bansos distribution.<\/p>\n<p>\u201cThe President\u2019s policy on data consolidation and bansos\ndigitalisation is very much in line with field needs,\u201d he said.<\/p>\n<p>Furthermore, Gus Ipul revealed that trial results in Banyuwangi\nRegency, East Java, showed significant impacts from bansos\ndigitalisation.<\/p>\n<p>\u201cWhen using old data, the error rate could reach 77%. With DTSEN, it\ndropped to around 28%. After bansos digitalisation, it can be reduced to\nbelow 10%,\u201d he explained.<\/p>\n<p>These findings confirm that data integration through DTSEN and system\ndigitalisation can significantly reduce inclusion and exclusion\nerrors.<\/p>\n<p>For additional information, there are currently 10 million PKH\n(Family Hope Program) recipient families, 18.25 million sembako\nassistance recipient families, and around 2.8 million people in decile 1\nwho still have not received bansos (exclusion error).<\/p>\n<p>Kemensos is gradually reorganising bansos recipients by shifting from\nless appropriate groups to those more in need.<\/p>\n<p>\u201cWe are shifting from those who are not appropriate to those more\nentitled, especially in the lowest decile,\u201d said Gus Ipul.<\/p>\n<p>In addition to improving accuracy, digitalisation also addresses\nfield-level challenges in bansos distribution, including lengthy\nadministrative processes for new recipients.<\/p>\n<p>\u201cGoing forward, the determination and distribution of bansos will be\nfaster, more transparent, and accountable,\u201d Gus Ipul emphasised.<\/p>\n<p>On the other hand, a representative from the Ministry of PANRB,\nTubagus, stated that the bansos digitalisation trial will be expanded to\n42 districts\/cities with a simpler and more integrated system.<\/p>\n<p>\u201cThe future process will be simpler, from registration, selection, to\nobjections all in one flow,\u201d he said.<\/p>\n<p>He also added that interim results show an increase in the number of\npeople meeting the criteria. \u201cThe results indicate more eligible people,\nso policy and quota adjustments are needed for optimal implementation,\u201d\nhe explained.<\/p>\n<p>The digital transformation of bansos is a strategic step in\nstrengthening an adaptive, accurate, and equitable social protection\nsystem.<\/p>\n<p>The government targets that bansos digitalisation results can be used\nas the basis for distribution starting in the fourth quarter of 2026 or\nat the latest the first quarter of 2027, as part of efforts to build\nincreasingly modern, integrated, and trusted public services.<\/p>",
