Golkar to lead three council commissions<\/p>\n
JAKARTA (JP): The City Council announced yesterday that the
\nruling Golkar faction is to chair three of its five commissions.<\/p>\n
The decision was signed by the council speaker Edy Waluyo on
\nJuly 31 after a plenary council meeting.<\/p>\n
Golkar will chair Commission C for city revenue, Commission D
\nfor development affairs and Commission E for social welfare. The
\nthree commissions are considered the most influential.<\/p>\n
The other two commissions -- Commission A for administration
\naffairs and Commission B for economic affairs -- are to be
\nchaired by the Armed Forces (ABRI) faction and the United
\nDevelopment Party (PPP) faction respectively. No commission
\nchairs were allocated to the Indonesian Democratic Party (PDI)
\nfaction due to its poor election performance. It is represented
\nby only one councilor.<\/p>\n
Commission C is chaired by Amarullah Asbah, Commission D by
\nAliwongso H. Sinaga and Commission E by Soeparmo, while
\nCommission A is chaired by Hotma Tambunan and Commission B by
\nDjafar Badjeber.<\/p>\n
The chairman of the PPP faction, Achmad Suaidy, welcomed the
\ndecision yesterday, saying it was fair.<\/p>\n
Suaidy said Golkar deserved to chair three council commissions
\nbecause it won 39 seats in the May 29 general election, seven
\nseats more than in the 1992 general election.<\/p>\n
Of the 75 City Council members, 39 are from Golkar, 20 from
\nPPP, 15 from ABRI and one from PDI.<\/p>\n
Suaidy said the decision was taken based on a barter agreement
\nbetween the Golkar and PPP factions. Golkar took over the
\nchairmanship of Commission C, which had been held by PPP for
\nseveral terms.<\/p>\n
He said that in return for handing over the commission to
\nGolkar, PPP was being allowed to hold the secretaryship on one of
\nthe other Golkar commissions and the deputy chairman position on
\nthe third.<\/p>\n
The representatives on the Golkar commissions are H. Saud
\nRahman, the secretary of Commission D, and H. Afif Hamka, the
\ndeputy chairman of Commission E.<\/p>\n
Golkar also took two of three deputy council speaker seats
\nafter the other three council factions compromised with Golkar.
\nThe third went to PPP.<\/p>\n
On Monday the three other factions still opposed Golkar's
\nproposal. They said there should be only two deputy speakers
\nfollowing PDI's poor election showing.<\/p>\n
In the previous council, PPP, Golkar and PDI were each
\nrepresented by one deputy speaker. (jun)<\/p>",
