Golkar cadres told to improve conduct<\/p>\n
JAKARTA (JP): Governor Surjadi Soedirdja has urged city
\ncouncilors from the ruling Golkar faction to improve their
\nknowledge of city issues and maintain a close relationship with
\nthose in the low-income bracket.<\/p>\n
\"Councilors should not speak out just for the sake of it.
\nThink carefully about what you're going to say, because if you
\ntalk inaccurately, it will come back to haunt you later,\" Surjadi
\nsaid Tuesday.<\/p>\n
He cited the example of a councilor who did not have enough
\ninformation about a certain problem but regularly commented on
\nit, adding that kind of habit was dangerous and could mislead
\npeople.<\/p>\n
The outgoing governor was speaking at the Golkar city cadres'
\nmeeting at the Hotel Horizon, North Jakarta. Almost all the
\nGolkar city councilors and officials attended.<\/p>\n
Surjadi said the Golkar cadres had to have broader views in
\ncoping with the city's problems and people's aspirations.<\/p>\n
\"People now have greater social and political awareness. Don't
\nunderestimate them. They demand us, as cadres, to act and behave
\nproperly. People will look up to us so don't disappoint their
\nexpectations,\" he said.<\/p>\n
Surjadi underlined the importance of maintaining a close
\nrelationship with \"little\" people. \"You can learn much from them.
\nTheir aspirations cannot be ignored. Remember, development is
\nmeant for the people, not just for the interests of some groups.\"<\/p>\n
Human resources<\/p>\n
The governor stressed the importance of maintaining high
\nquality and well-disciplined human resources.<\/p>\n
Surjadi also criticized Golkar councilors who turned up to
\nevents late, delayed completing work and seemed uncommitted to
\nundertaking their duties properly.<\/p>\n
\"These bad habits should be stopped. Don't attend a meeting
\nonly if the chief comes. Be more active and mingle more with the
\npeople. If you don't want to learn something, how can you be a
\ngood cadre?\" Surjadi said.<\/p>\n
He said that if the Golkar cadres only thought of their own
\ninterests, they were no longer worthy to be the people's
\nrepresentatives.<\/p>\n
\"That is why the cadres, both city officials and councilors,
\nmust try to improve their standards. Don't just go with the flow.
\nThink of what is the best for the people.\"<\/p>\n
He also reiterated his support for the National Discipline
\nMovement, launched by President Soeharto in May, 1995.<\/p>\n
\"I understand the difficulties in publicizing the movement.
\nIt's hard, because we have to force ourselves to follow the
\nrules. And I know, we often face lucrative offers that might
\ntempt us to break the rules. This habit must also be stopped,\" he
\nsaid.<\/p>\n
The way to stop the bad habits, Surjadi said, was to cut out
\nbureaucratic red tape, create open communications between all
\nparties, maximize the cadres' role as policy maker and maintain a
\nbalance between the executive (officials) and the legislature
