        "content": "<p>Golkar and PPP in barter deal on commission chiefs<\/p>\n<p>JAKARTA (JP): Golkar and the United Development Party (PPP)<br>\nwill likely barter for the chairmanship of the City Council's<br>\nCommission C on financial affairs, which was held by PPP for<br>\nseveral office terms.<\/p>\n<p>Chairman of PPP, Achmad Suaidy, said yesterday that his party<br>\nagreed to hand over Commission C as long as secretary positions<br>\nof two Golkar commissions were filled by PPP councilors.<\/p>\n<p>\"If Golkar wants to chair Commission C, it's fine. But Golkar<br>\nshould allow two PPP councilors to become secretaries of two of<br>\nthe three commissions it will chair,\" Suaidy said.<\/p>\n<p>Besides Commission C, Golkar also proposed to chair Commission<br>\nD on development affairs and Commission E on economic affairs.<br>\nThe three commissions were considered the most influential<br>\ncommissions of the council.<\/p>\n<p>Suaidy insisted that his party's decision was not a compromise<br>\nwith Golkar.<\/p>\n<p>\"We don't compromise. If Golkar agrees to let our councilors<br>\nbecome secretaries of their two commissions, we'll let them chair<br>\nCommission C,\" Achmad said.<\/p>\n<p>He was optimistic that Golkar would not refuse PPP's proposal.<br>\n\"I know Golkar will agree with it,\" Achmad said.<\/p>\n<p>He said the Armed Forces (ABRI) faction, which would chair<br>\nCommission A on administrative affairs, has also agreed with the<br>\npeaceful offer by PPP, which will chair Commission B on economic<br>\naffairs.<\/p>\n<p>On Tuesday, PPP was still determined to chair Commission C<br>\neven though Golkar proposed to take over the commission.<\/p>\n<p>Golkar also took two of three deputy council speaker seats<br>\nafter the other three council factions, ABRI, PPP and the<br>\nIndonesian Democratic Party (PDI), compromised with Golkar.<\/p>\n<p>However, the day before the council speaker and deputy<br>\nspeakers were chosen on Tuesday, the three factions still opposed<br>\nGolkar's proposal. They said there should be only two deputy<br>\nspeakers serving during the 1997-2002 office term, following<br>\nPDI's poor results in the general election in which it only got<br>\none representative.<\/p>\n<p>In the previous term, PPP, Golkar and PDI were each<br>\nrepresented by one deputy speaker.<\/p>\n<p>Yesterday, PPP councilor Djafar Badjeber urged the council to<br>\nset aside the deputy chairman seat of Commission D on development<br>\naffairs for Lukman F. Mokoginta of PDI.<\/p>\n<p>\"This is a democratic country with three political parties, so<br>\nwhy don't we show our appreciation by letting him be the<br>\ncommission's deputy chairman,\" he said.<\/p>\n<p>Out of the 75 City Council members, 39 are from Golkar, 20<br>\nfrom PPP, 15 from ABRI and one from PDI.
