Golkar against three-in-one<\/p>\n
JAKARTA (JP): The chairman of the Jakarta chapter of Golkar
\nruling group, Tadjus Sobirin, urged the city administration to
\nlift the three-in-one policy on certain roads in Jakarta.<\/p>\n
Tadjus said that the policy, which requires cars to carry at
\nleast three passengers at certain times in certain areas, is not
\neffective and has a negative impact.<\/p>\n
\"The administration should lift the policy because it does not
\nsolve the main problem, traffic jams,\" he said.<\/p>\n
Joki or jockeys, for example, are the result of the policy and
\ncity officials have no right to arrest them, Tadjus said. Joki is
\nthe local name for those who ride into the three-in-one zone for
\na fee with drivers who do not have enough people in the car.<\/p>\n
He said the policy, which was made based on a Gubernatorial
\nDecree, contains various weaknesses, citing the joki and the
\ndrivers.<\/p>\n
\"The policy also encourages police officers to take advantage
\nby asking for bribes from drivers,\" Tadjus said.<\/p>\n
Tadjus, known for his outspokenness, also suggested that the
\ncity administration divide the street lanes to overcome traffic
\ncongestion.<\/p>\n
He said that public transportations should be given a special
\nlane on the street and private cars should not be allowed to use
\nit.<\/p>\n
\"If this regulation is consistently and properly enforced, I
\nbelieve traffic congestion can be diminished,\" he said.(yns)<\/p>",
