        "content": "<p>Germany to write <br>\noff RI's debts<\/p>\n<p>From Rakyat Merdeka<\/p>\n<p>Recently I attended a meeting with a senior representative at <br>\nthe German Embassy. The German government is currently offering <br>\nto write off Indonesian debts worth 50 million Deutschemarks next <br>\nyear if the Indonesian government carries out certain programs on <br>\neducation, poverty eradication and the environment.<\/p>\n<p>Relevant ministries have to submit the proposals through the <br>\nIndonesian finance ministry. The German government will also <br>\ncontrol the programs to see that they are correctly implemented.<\/p>\n<p>I was very ashamed to hear the German embassy has yet to <br>\nreceive proposals from the Indonesian government. The deadline <br>\nfor such an offer has been set for Dec. 31, 2001.<\/p>\n<p>It seems that when it comes to obtaining new loans, everybody <br>\ngets excited. But when it comes to proposing a project that will <br>\nbenefit the general public and write off foreign debts, they seem <br>\nto lose interest in accomplishing their task.<\/p>\n<p>The demanded programs should not be underestimated. Germany <br>\nhas worked on similar programs with Peru for five years. The <br>\nGerman government writes off debts every year and next year a DM <br>\n250 million debt is to be written off.<\/p>\n<p>I appeal to those in the concerned ministries to disclose this  <br>\ninformation. I will tell them who to contact concerning this <br>\nprogram. Basically, you can design any project related to the <br>\nthree programs mentioned earlier. For example, educational <br>\nprograms for street children. It is important to note that the <br>\nprograms would be funded by the Indonesian finance ministry.
