        "content": "<p>The Gerindra-PSI faction in Bali\u2019s DPRD has requested that the\nGovernor of Bali change the direction of tourism policies, including in\nmanaging local taxes. The reason is that Bali\u2019s tourism has so far been\nviewed merely as an industrial sector.<\/p>\n<p>The chairman of the Gerindra-PSI faction in Bali\u2019s DPRD, Gede Harja\nAstawa, stated that if tourism is only seen as a source of income, it\nrisks neglecting long-term impacts. According to him, Bali\u2019s tourism\nsector is also related to many parties, such as the environment,\nculture, and the lives of local communities.<\/p>\n<p>\u201cThe concept of tourism is multidimensional and multidisciplinary,\u201d\nsaid Gede Harja Astawa during the 33rd plenary session at the DPRD Bali\nbuilding on Tuesday (14\/4\/2026).<\/p>\n<p>He also emphasised that the drafting of the Regional Regulation\n(Raperda) on Tourism should refer to President Prabowo Subianto\u2019s\npolicy, namely Law No.\u00a018 of 2025 on Tourism.<\/p>\n<p>In addition, Harja Astawa touched on the management of regional\nrevenue, which he assessed as still lacking in transparency. He\nconsidered this improvement important so that Bali\u2019s tourism does not\nonly focus on quality but is also sustainable and benefits local\ncommunities.<\/p>\n<p>Furthermore, he criticised the rules on quality tourists, which he\ndeemed still too lax. This is evident from tourists who can enter too\neasily. \u201cThe quality tourist rules are alternative, meaning that\nfulfilling just one characteristic is enough to be called quality,\u201d he\nadded.<\/p>\n<p>Therefore, the Gerindra-PSI faction proposes that the assessment be\ntightened by requiring all criteria to be met.<\/p>\n<p>In addition, he criticised policies and budget management, including\nforeign tourist levies (PWA). \u201cTransparency and objectivity are needed\nin managing budgets sourced from PWA,\u201d said Harja Astawa.<\/p>\n<p>He proposed that tourism revenue such as hotel and restaurant taxes\nbe managed by the Bali Provincial Government (Pemprov Bali). According\nto him, rules on tariffs that are too detailed can be complicating, and\nit would be better to make them more flexible.<\/p>\n<p>In addition, he highlighted the performance of the regional\ngovernment in handling disasters, which he assessed as still too slow.\nFrom environmental issues like rubbish and beach abrasion to social\nissues that have not yet been handled well.<\/p>\n<p>\u201cDevelopment must not just chase image, but also focus on real\nquality,\u201d emphasised Harja Astawa.<\/p>",
