The Deputy Chairman of Commission XIII of the Indonesian House of\nRepresentatives (DPR RI) from the Gerindra Faction, Sugiat Santoso, is\npushing for an increased budget for the Directorate General of\nCorrections (Ditjen PAS). This budget strengthening is deemed necessary\nto enhance the effectiveness of rehabilitation and the self-sufficiency\nof inmates.<\/p>\n
Sugiat emphasised that state-allocated funds must be directed towards\nproductive rehabilitation programmes, rather than simply financing the\noperational costs of correctional institutions (lapas). According to\nhim, budget reinforcement must be aimed at optimising inmate\nrehabilitation programmes so that they can deliver a positive impact\nupon their return to society.<\/p>\n
\u201cRehabilitation should not only focus on vocational skills training\nbut also include personality strengthening and social assistance\ncapabilities,\u201d Sugilat stated in a written statement on Monday\n(8\/6\/2026).<\/p>\n
He requested that the Directorate General of Corrections provide\nadequate independence skills training alongside personality guidance.\nThis includes providing training in counselling, psychology, and\nappropriate assistance methods for inmates.<\/p>\n
Sugiat also highlighted the significant amount of state budget being\npoured into the management of prisons. In his view, this investment must\nbe directly proportional to a decrease in crime rates and the success of\nrehabilitation efforts.<\/p>\n
\u201cThe state spends trillions of rupiah to provide facilities for\nprisoners who have proven to have committed crimes by building prisons\nand other supporting facilities. However, in reality, crime rates\ncontinue to rise and many prisons are overcapacity, even though every\ncrime rate should ideally be decreasing,\u201d said Sugiat.<\/p>\n
Regarding the concept of deterrence, Sugiat also referenced the\napplication of punishments in Saudi Arabia. He noted that the legal\nsystem there is considered to provide immediate deterrence to\nperpetrators of crime.<\/p>\n
\u201cCriminals who are imprisoned for long periods only eat and sleep\nwithout providing any positive impact to the state; the government\nshould take inspiration from Saudi Arabia, which imposes hand amputation\npenalties on thieves without the need for prolonged imprisonment,\u201d he\nsaid.<\/p>\n
In addition to pushing for budget strengthening, Sugiat also\nrequested that the government seek alternative funding for\nrehabilitation programmes outside of the state budget. He believes that\nthe productivity of inmates needs to be increased so that they can\ncontribute to funding their own rehabilitation needs during their\nsentence.<\/p>\n
