        "content": "<p>Gen. Roesmanhadi faces query over graft<\/p>\n<p>JAKARTA (JP): National Police chief Gen. Rusdihardjo said on<br>\nMonday that his predecessor, Gen. Roesmanhadi, would be<br>\nquestioned on Tuesday over his alleged involvement in a Rp 300<br>\nbillion (US$33.70 million) embezzlement of the police's 1999\/2000<br>\nfunds.<\/p>\n<p>The funds were allocated for the renovation of police<br>\nheadquarters.<\/p>\n<p>\"He will be questioned at National Police Headquarters,\"<br>\nRusdihardjo told reporters on Monday following a meeting on<br>\ncorruption at law enforcement institutions with Attorney General<br>\nMarzuki Darusman at the latter's office.<\/p>\n<p>\"(Former National Police chief's assistant for planning) Insp.<br>\nGen. Adang Daradjatun and (chief of the treasury agency) Brig.<br>\nGen. Darmadji S.W. will also be questioned on the same matter.\"<\/p>\n<p>Rusdihardjo said several police officers had been questioned<br>\nover the matter.<\/p>\n<p>National Police spokesman Brig. Gen. Dadang Garnida insisted<br>\nthat the questioning had nothing to do with the mismanagement of<br>\nthe National Police's 1999\/2000 Crash Fund Program.<\/p>\n<p>\"This is not about crash funds. It's about building funds,\"<br>\nDadang told The Jakarta Post over the phone.<\/p>\n<p>Inspector general of the Ministry of Defense Lt. Gen. Suharto<br>\nhad requested intensive questioning of Roesmanhadi, Adang and<br>\nDarmadji, allegedly implicated in the mismanagement of the<br>\nNational Police's 1999\/2000 Crash Funds Program.<\/p>\n<p>The request was made in a top priority report following the<br>\nministry's investigation. The report was addressed to Minister of<br>\nDefense Juwono Sudarsono.<\/p>\n<p>The authenticity of the report was later confirmed by Brig.<br>\nGen. Dadang after he contacted the ministry's inspectorate<br>\ngeneral.<\/p>\n<p>Dated Feb. 28 this year, the report stated the investigation<br>\nlasted from Feb. 3 to Feb. 18.<\/p>\n<p>\"The management of the crash funds program was not conducted<br>\nas it should have been. Wrongdoing was committed, following<br>\npressure from the (former) chief of National Police, which was<br>\nstrongly supported by the (former) National Police chief's<br>\nassistant for planning and chief of the treasury agency\".<\/p>\n<p>The report further stated that the National Police failed to<br>\nproperly manage the funds in a way that was publicly accountable.<\/p>\n<p>The funds, it said, worth Rp 300.77 billion, were obtained<br>\n\"straight from members of the public who applied for their<br>\ndriving licenses\".<\/p>\n<p>\"The mismanagement of the crash funds program has caused the<br>\nstate to suffer a loss of at least Rp 5.2 billion, due to, among<br>\nother things, the purchase of 100 Timor sedans at marked up<br>\nprices, as well as unpaid taxes worth Rp 4.1 billion at PT Catur<br>\nGatra Eka Perkasa (CGEP), PT Sarana Krismaslindho and PT Sri<br>\nRejeki Isman.\"<\/p>\n<p>The statement referred to the National Police's purchase of<br>\nTimor sedans, which were bought without invoices from car sellers<br>\nPT CGEP and PT Sarana Krismaslindho.<\/p>\n<p>The alleged wrongdoing was first revealed last year by PT<br>\nTimor Putra National (TPN), the initial distributor of Timor<br>\nsedans.<\/p>\n<p>The report recommends that the Ministry of Defense instruct<br>\nthe current National Police chief to make efforts to compensate<br>\nthe state for losses of Rp 5.2 billion, caused due to the mark<br>\nups of the purchase of sedans and unpaid taxes at certain car<br>\ncompanies.<\/p>\n<p>It also instructs the National Police chief to make changes in<br>\nthe management of the funds and to at least apply administrative<br>\npunishments to a number of high-ranking police officers who are<br>\nstrongly suspected of backing up corruption practices within the<br>\nNational Police.<\/p>\n<p>Most importantly, it requested that the Ministry of Defense<br>\nguide the National Police chief in restoring the names of at<br>\nleast six high-ranking police officers, who helped divulge the<br>\ncorruption within the National Police, and were reportedly<br>\npunished by Roesmanhadi as a result.<\/p>\n<p>The officers were identified as former logistics director<br>\nBrig. Gen. Bambang Susetyo, former deputy chief of the electronic<br>\ncommunication unit Col. De Friets, Col. Y. Ponto and Lt. Col.<br>\nDjamaluddin, both former officers in the logistics division, and<br>\nMaj. Aris Munandar and Capt. Kumbul, former investigators in the<br>\ncity police detectives unit. (ylt)<\/p>",
