        "content": "<p>Jakarta (ANTARA) - The Head of Taxation and Fiscal Affairs of the\nIndonesian Palm Oil Association (Gapki), Yustinus Lambang Setyo Putro,\nhas emphasised the importance of law enforcement within the export\ngovernance system.<\/p>\n<p>\u201cIf we look at the current situation, Indonesia\u2019s governance system\nis actually good. What remains is the law enforcement,\u201d he stated during\na public discussion held in Jakarta on Thursday.<\/p>\n<p>He noted that several under-invoicing methods are currently being\nused to bypass export governance regulations. These include the\nincorrect declaration of goods types, such as avoiding luxury goods\nclassifications by using lower Harmonised System (HS) codes to evade\nappropriate tariffs.<\/p>\n<p>Other methods include discrepancies in goods quantity, where the\nphysical amount does not match the reported figures, and price\nmanipulation, where the reported transaction value is lower than the\nactual price.<\/p>\n<p>On this occasion, he invited relevant stakeholders to improve export\ngovernance by strengthening existing regulations. The presence of PT\nDanantara Sumberdaya Indonesia (DSI) is seen as having the potential to\nbolster law enforcement.<\/p>\n<p>One function DSI could perform is the verification and integration of\ndata from seven ministries and agencies to strengthen the governance of\nnatural resource exports. This includes the Ministry of Energy and\nMineral Resources, the Ministry of Trade, the Directorate General of\nCustoms and Excise, the Directorate General of Taxes, Bank Indonesia\n(BI), the Ministry of Law, and the Investment Coordinating Board\n(BKPM).<\/p>\n<p>These verification and data integration efforts aim to detect\npotential anomalies and discrepancies in export transactions recorded by\nexport supervisory agencies in real-time.<\/p>\n<p>For example, if export data records a transaction value of US$10,000,\nbut the value entering Bank Indonesia\u2019s Integrated Foreign Exchange\nMonitoring Information System (Simodis) is only recorded as US$9,000,\nthe DSI system could provide a warning signal to allow authorities to\ntrack the missing US$1,000 difference.<\/p>\n<p>\u201cThat is a function DSI could enhance\u2014synchronising data from all\nagencies handling export governance. I believe that through this, our\ngovernance will improve. Naturally, there will also be internal\nrestructuring within the agencies to make Indonesia better,\u201d said\nYustinus.<\/p>",
