Gapensi questions tender process<\/p>\n
JAKARTA (JP): The Indonesian Builders Association (Gapensi)
\nhas revealed what it calls irregularities in the tender process
\nfor the repair and cleaning of waterways in the Tanjung Priok
\nharbor.<\/p>\n
The chairman of the Jakarta chapter of the association, Daniel
\nHutapea, said on Tuesday that two association members were
\nrefused entry in the bid for the project worth less than Rp 500
\nmillion, Antara reported.<\/p>\n
"We were told that our members PT Alfa Kasih and PT Putera
\nGunung Mandiri had been prohibited from joining the bidding as
\nthey had not yet been screened,"<\/p>\n
Hutapea said Presidential Decree No. 16\/1994 on the
\nimplementation of tender processing does not require contractors
\nto pass the special screening (Litsus) conducted by the port
\nauthority (Perum Pelabuhan Indonesia II) to participate in
\ntenders.<\/p>\n
The invitation to bid was announced in the Jakarta-based daily
\nJayakarta on May 23, 1996.<\/p>\n
He said he had no idea why the Indonesian Chamber of Commerce
\nand Industry (Kadin) and related associations, such as Gapensi,
\nare not informed about any government projects.<\/p>\n
On a related development, spokesman for Perum Pelabuhan II,
\nHenry, denied any irregularities took place in the tender of the
\nwaterways repair.<\/p>\n
He confirmed there was a requirement for special screening,
\nbut said that it was the ministry's policy to know the
\ncredibility of contractors.<\/p>\n
"We have learned that many contractors applying for jobs do
\nnot have clear addresses. Therefore, special screening is a
\nprerequisite," Henry said, adding that Hutapea had been informed
