Games sticker alternative for entry ticket: Official<\/p>\n
JAKARTA (JP): City council's deputy spokesman yesterday
\nrecommended the 19th SEA Games stickers be exchanged as Games
\nentry tickets to encourage more people to support the sports
\nevent.<\/p>\n
The government has repeatedly called on the public to support
\nthe sports extravaganza and make it successful by buying the
\nstickers which were administered and issued by a government
\nappointed consortium.<\/p>\n
Ismunandar said the public had questioned the consortium's
\nmotive of making stickers to sell and making people pay for them
\nwhen they settle their utility bills.<\/p>\n
\"To end their queries, the consortium had better allow
\ncitizens to watch the games by showing the stickers,\" Ismunandar
\nsaid, adding that it would then motivate more people to support
\nand help finance the event.<\/p>\n
The Jakarta municipality's social organization's deputy
\nBambang Subekti said the government had set up a monitoring
\ncommission to control and evaluate the revenue from sticker
\nsales.<\/p>\n
\"All agencies allowed to sell the stickers are required to
\nreport their collections every month,\" said Bambang, who is also
\na monitoring commission member.<\/p>\n
\"However, none of them have sent a report because some
\nagencies have just started selling the stickers.\"<\/p>\n
Ismunandar said the lack of monitoring had raised doubt among
\nthe public regarding the consortium's fund-raising project.<\/p>\n
\"The lack of controlling methods could create collusion and
\ncorruption,\" Ismunandar said, adding every fund-raising project
\ninvolving citizens' money should first be discussed with the City
\nCouncil.<\/p>\n
In the event of somebody counterfeiting the stickers, the SEA
\nGames committee and the municipality would be to blame for the
\ninability to control the number of stickers issued.<\/p>\n
Under a Ministry of Social Services decree, PT Angkasa
\nRonagraha was appointed to raise Rp 35 billion (US$14.6 million)
\nto help finance the Rp 100 billion sport event through the sale
\nof stickers.<\/p>\n
Donations are set at between Rp 1,000 and Rp 50,000 for each
\nsticker included in a receipt for various bills including water,
\nelectricity, telephone bills, entry to entertainment centers,
\ngrocery shoppers spending more than Rp 50,000 and applications
\nfor land titles.<\/p>\n
\"One way to avoid possible piracy is for the committee to
\nprint numbers on every sticker issued,\" Ismunandar said.<\/p>\n
The Jakarta municipality gave the consortium, headed by
\nPresident Soeharto's son Bambang Trihatmodjo, until May 26 to
\nraise the funds.<\/p>\n
\"If the municipality finds that the control is poor or sticker
\ncounterfeiting occurs, a new decree will be issued,\" Bambang
\nsaid. Illegal collection after the expiration date would also be
\npenalized, he said.<\/p>\n
Ten percent of the funds collected will be handed over to the
\ncommittee, according to the decree. (10)<\/p>",
