        "content": "<p>GAM, RI charged over truce violations<\/p>\n<p>The Jakarta Post, Jakarta<\/p>\n<p>The Joint Security Committee (JSC) responsible for overseeing the<br>\nimplementation of the peace accord in Aceh has sanctioned both<br>\nthe Free Aceh Movement (GAM) and Indonesia for serious violations<br>\nof the cessation of hostilities agreement signed by both sides in<br>\nGeneva on Dec. 9, 2002.<\/p>\n<p>The tripartite body implementing the peace accord handed down<br>\nsanctions against GAM for two serious violations committed by its<br>\nmembers and against Indonesia for one serious violation committed<br>\nby security personnel.<\/p>\n<p>The JSC noted that the three cases marked the first time ever<br>\nthat both sides had publicly admitted their own wrongdoing since<br>\nthe signing of the peace accord.<\/p>\n<p>&quot;Both sides came together to agree that the conduct by members<br>\nof their respective sides in the field was unacceptable and<br>\nviolated the peace agreement. This not only shows faith in the<br>\nprocess, it&apos;s also a huge symbolic step toward making Aceh a safe<br>\nand peaceful place to live,&quot; Gen. Tanongsuk Tuvinun, JSC Senior<br>\nEnvoy, said in a statement the Henry Dunant Centre (HDC) made<br>\navailable to The Jakarta Post here on Friday.<\/p>\n<p>GAM was sanctioned for two serious violations -- an attack by<br>\nrebels on eight security personnel in Lokop, East Aceh, on Jan.<br>\n14, and an armed attack on two soldiers in Lammo, West Aceh, on<br>\nJan. 16.<\/p>\n<p>A soldier was killed and another one was injured in the Lokop<br>\nincident, while one soldier was wounded in the Lammo incident.<\/p>\n<p>Indonesia was sanctioned for intimidation arising out of an<br>\nincident where a member of the Mobile Brigade paramilitary police<br>\nthreatened a GAM representative on a monitoring team while he and<br>\nthe team&apos;s driver were witnessing a confrontation between<br>\nstudents and security personnel in Bireuen on Jan. 14.<\/p>\n<p>Tuvinun, however, said that the joint committee he was<br>\nchairing had entrusted both sides to impose physical sanctions<br>\nagainst the truce violators.<\/p>\n<p>&quot;It is now up to each party to discipline the violators ...<br>\nThis is about recognizing the problems, taking steps to fix them<br>\nand making the process accountable to the people of Aceh,&quot; he<br>\nexplained.<\/p>\n<p>He said the JSC, which according to the peace accord has the<br>\nauthority to investigate all manner of truce violations and to<br>\nprosecute violators, would look into all violations of the<br>\naccord.<\/p>\n<p>Indonesia has recorded some 50 violations committed by GAM and<br>\nthey have been filed with the tripartite monitoring committee for<br>\nfurther investigation.<\/p>",
