        "content": "<p>Fund established for reform projects<\/p>\n<p>JAKARTA (JP): In a bid to boost the process of economic and<br>\nsocial reforms in Indonesia, the government and several foreign<br>\ninstitutions have established an organization to help fund<br>\nvarious reform projects.<\/p>\n<p>Some US$50 million in grants is eventually expected to be made<br>\navailable.<\/p>\n<p>The governing board of Partnership for Governance Reform held<br>\nits inaugural meeting here on Friday to appoint Minister of<br>\nSettlement and Regional Development Erna Witoelar and Muslim<br>\nscholar Nurcholish Madjid as co-chairs.<\/p>\n<p>\"The partnership was established to support this country's<br>\nefforts through the creation of a coherent framework within which<br>\nall development partners can contribute to reform,\" Erna said.<\/p>\n<p>Erna said the board was established to disburse donated funds.<\/p>\n<p>The founding members of the partnership are the United Nations<br>\nDevelopment Program, the World Bank and the Asian Development<br>\nBank.<\/p>\n<p>The board has already raised some $30 million for the first<br>\nyear from members of the Consultative Group on Indonesia (CGI),<br>\nwith an objective of gaining an additional $20 million to help<br>\nfund the first three years of the project.<\/p>\n<p>According to Erna, the role of the board includes minimizing<br>\npractices of collusion, corruption and nepotism in the<br>\ndisbursement of the funds.<\/p>\n<p>The money will be allocated to various projects which focus on<br>\nmajor governance issues like reforming the justice sector,<br>\ndeveloping a regional autonomy policy, empowering the<br>\nlegislature, restructuring the electoral system, reforming the<br>\ncivil service, encouraging corporate governance and strengthening<br>\ncivil society.<\/p>\n<p>Erna said submission of proposals were open to all -- the<br>\ngovernment, the private sector, the media and non-governmental<br>\norganizations.<\/p>\n<p>\"The board will screen each proposal that comes to us. If the<br>\nproposal is logical we will supply the funding,\" she said without<br>\nelaborating on the specifics on funding for each proposal.<\/p>\n<p>Nurcholish said one example project for legislative<br>\nempowerment could be providing various training programs or<br>\nseminars to enhance the awareness and knowledge of legislators in<br>\nthe field.
