        "content": "<p>Recently, \u2018sound horegram\u2019 (high-intensity sound systems) has come\nunder scrutiny after carnivals using high-intensity loudspeakers were\nreported to have caused fatalities in East Java. Within approximately\none month, three individuals were reported dead in incidents related to\n\u2018sound horeg\u2019 activities.<\/p>\n<p>The Indonesian Ulema Council (MUI) of East Java assesses that this\nphenomenon demonstrates that the issue of \u2018sound horeg\u2019 is no longer\nmerely a matter of entertainment, but also concerns health, safety,\npublic order, and its impact on society.<\/p>\n<p>This issue had previously drawn the attention of the Fatwa Commission\nof the MUI East Java Province through Fatwa Number 1 of 2025 regarding\nthe Use of Sound Horeg, which was established in Surabaya on 12 July\n2025.<\/p>\n<p>The fatwa does not inherently forbid loudspeaker technology, but\nrather provides a legal ruling based on the method of use, sound\nintensity, the resulting impact, and the accompanying activities,\naccording to the official website of MUI East Java, Friday\n(11\/9\/2026).<\/p>\n<p>Background<\/p>\n<p>The MUI East Java fatwa regarding the Use of Sound Horeg stems from\nthe phenomenon of these audio devices expanding in several regions and\ncausing controversy within the community. MUI East Java received a\nrequest for a fatwa from the public on 3 July 2025.<\/p>\n<p>At the same time, a petition against \u2018sound horeg\u2019 was signed by 828\npeople, and the differing views regarding this phenomenon were deemed to\nhave the potential to trigger horizontal conflict.<\/p>\n<p>Referring to the fatwa, \u2018sound horeg\u2019 is defined as an audio system\nwith high volume potential that generally emphasises low frequencies or\nbass. The term \u2018horeg\u2019 originates from the Javanese language, meaning to\nvibrate or move, describing the character of the sound that can cause\nstrong vibrations.<\/p>",
