Fuad supports better tax administration services<\/p>\n
SEMARANG (JP): Tax Director General Fuad Bawazier reaffirmed
\nover the weekend the need for more tax administration services to
\nsupport higher tax compliance among the public.<\/p>\n
\"The attitude, behavior and livelihood of tax officials should
\ncontinue to be improved to remove the prejudice against the T-men
\nwho have created a bad image among the people,\" Fuad told a
\nmeeting concerning tax issues at Diponegoro University.<\/p>\n
He stressed the need for better understanding and cooperation
\nbetween the public and the government to support the tax
\ncampaign.<\/p>\n
Tax compliance, he said, is crucial for achieving self-
\nreliance in development financing, one of the primary objectives
\nof the current second phase of the long-term (25 year)
\ndevelopment program.<\/p>\n
\"Tax affairs are not the responsibility of the tax directorate
\ngeneral alone, but of all government agencies,\" he noted.<\/p>\n
Tax, Fuad said, actually constitutes a transaction between the
\ngovernment and the people which should be conducted in a fair and
\nbalanced manner.<\/p>\n
\"The people hand over part of their income in the form of tax
\npayments to the government, which in turn is obliged to provide
\ngood services,\" he explained.<\/p>\n
He said that taxation also has a democratic function because
\ntaxpayers have the right to demand that the government be
\naccountable for the money collected.<\/p>\n
Fuad pointed to the steady increase in tax receipts over the
\npast decade, especially after the overall tax reform in 1984, as
\nthe reason why 60 percent of total government revenues are from
\ntax as opposed to around 21 percent 10 years ago.<\/p>\n
He cited three other functions of tax-- a source of government
\nrevenues, an instrument to promote investment and a means of
\nenhancing income redistribution.<\/p>\n
Fuad believes in the role higher learning institutions play
\nthrough seminars, workshops, surveys studies and publications in
\nsupporting the tax campaign.<\/p>\n
\"The tax directorate general has set up cooperation programs
\nin education, research and public services related to tax matters
\nat various universities,\" he said.<\/p>\n
Earlier on Saturday morning, Fuad and Prof. Muladi, the rector
\nof the Diponegoro University, signed a five-year cooperation
\nprogram between the university and the tax directorate general.<\/p>\n
The program covers the development of graduate and post-
\ngraduate studies, training, studies in taxation and various other
\npublic information services to promote tax awareness among the
\npublic.<\/p>\n
Students have a crucial role in promoting tax awareness
\n\"because they are the future taxpayers,\" Fuad stated. (vin)<\/p>",
