        "content": "<p>Post-hydro-meteorological disaster management in Aceh, North Sumatra,\nand West Sumatra has entered a new phase. After the emergency response\nand transition phases, affected areas are preparing for permanent\nrecovery through a phased rehabilitation and reconstruction program\nrunning until 2028.<\/p>\n<p>Chairman of the Disaster Rehabilitation and Reconstruction\nAcceleration Task Force for Sumatra, Muhammad Tito Karnavian, stated\nthat disaster management follows three main stages: emergency response,\ntransition, and permanent recovery. He noted that the initial emergency\nphase, which began immediately after the disaster, was effectively\nmitigated through coordinated efforts between the central and local\ngovernments, as well as relevant ministries and agencies.<\/p>\n<p>\u201cThe first stage after a disaster is emergency response. It is\ndirectly commanded by the President, with all ministries and agencies\nmobilised, and local governments also acting swiftly, which was\neffectively managed,\u201d Tito said after a coordination meeting between the\nPRR Task Force and the House of Representatives\u2019 Galapana Task Force at\nthe DPR Complex in Jakarta on Sunday (25 May).<\/p>\n<p>Tito explained that since the PRR Task Force was established on 8\nJanuary, cross-sector coordination has been accelerated to oversee the\ntransition phase. Most basic services that were disrupted have now\nresumed, including local governance, electricity supply, fuel\ndistribution, internet services, and healthcare facilities.<\/p>\n<p>In terms of connectivity, all national roads have been restored, and\nnational bridges are operational again, whether through permanent\nconstruction or temporary solutions such as Bailey bridges, Armco\nbridges, provisional bridges, and suspension bridges.<\/p>\n<p>\u201cNational bridges are functional and connected, even if temporarily.\nSome use Bailey, provisional, Armco, and suspension bridges, but they\nare operational for mobility,\u201d he said.<\/p>\n<p>Progress is also evident in the education and housing sectors. Of the\napproximately 4,922 affected schools, most have resumed classes at their\noriginal sites after repairs, though some still use tents, temporary\nclassrooms, or share facilities with other schools, particularly in\nareas requiring relocation. Meanwhile, the number of displaced people\nstaying in tents continues to decline.<\/p>\n<p>With these developments, the government is now focusing on the\npermanent recovery phase based on the Master Plan for accelerated\ndisaster rehabilitation and reconstruction. The document was prepared\nthrough consolidation of proposals from local governments, ministries\nand agencies, and coordination with the Ministry of National Development\nPlanning (PPN\/Bappenas) and the PRR Task Force.<\/p>",
