        "content": "<p>Four sites identified to replace Bantar Gebang<\/p>\n<p>Ahmad Junaidi, The Jakarta Post, Jakarta<\/p>\n<p>Some days ahead of the closure of the rubbish dump in Bantar<br>\nGebang, the City Administration claimed on Thursday to have<br>\nsecured four alternative sites.<\/p>\n<p>\"The four locations can accommodate city garbage for more than<br>\ntwo years,\" Governor Sutiyoso said here on Thursday.<\/p>\n<p>The four sites are a 65-hectare plot in Tegal Alur and a six-<br>\nhectare plot in Kapuk, both in West Jakarta; a five-hectare<br>\nformer dump site in Cacing (Cakung Cilincing) area in North<br>\nJakarta and an eight-hectare former dump site in Pulo Gebang,<br>\nEast Jakarta.<\/p>\n<p>The four locations will replace the garbage dump site in<br>\nBantar Gebang, which will be closed by the Bekasi municipality on<br>\nMonday.<\/p>\n<p>Bekasi has previously said that it would close the Bantar<br>\nGebang dump site because the city administration was unable to<br>\nhandle environmental concerns.<\/p>\n<p>But actually the problem is because the city administration<br>\nrefused to hand over 50 percent of the 104-hectare dump site to<br>\nthe Bekasi municipality. Sutiyoso said last month that he would<br>\nnot meet the demands.<\/p>\n<p>The city administration has previously listed the former dump<br>\nsites in Srengseng and Muara Kamal, both in West Jakarta, and<br>\nJonggol in Bogor as alternatives to the Bantar Gebang site.<\/p>\n<p>But the sites in Srengseng and Muara Kamal were not named to<br>\navoid protests from local residents.<\/p>\n<p>The use of the four locations might be hindered by local<br>\nresidents' protests since the city administration would use an<br>\nopen dumping system.<\/p>\n<p>City Sanitary Agency head Saksono Soehodo said negotiations to<br>\nuse a privately-owned 40-hectare plot in Jonggol was still<br>\nunderway with the owners, PT Wira Golfindo.<\/p>\n<p>If an agreement could be signed by this year, the private dump<br>\nsite could be used to accommodate the city's garbage -- more than<br>\n25,000 cubic meters or 6,000 tons a day -- for five years,<br>\nstarting in April.<\/p>\n<p>The administration will only pay an annual rental fee of about<br>\nRp 30 billion while the private firm will handle permits from the<br>\nBogor regency.<\/p>\n<p>\"The private dump has been offered a year ago. It's a chance<br>\nfor private businessmen to handle garbage processing,\" Saksono<br>\nsaid, refusing to mention the businessman's name.<\/p>\n<p>Saksono, who retires in April, also denied that he would<br>\nbecome a commissioner of the private firm which would use huge<br>\nincinerators and a sanitary land fill system to deal with the<br>\ngarbage.<\/p>\n<p>Separately, the regency council deputy chairman Albert Pribadi<br>\nseemed shocked about the planned dump site, saying that the plan<br>\nwould be rejected by the council.<\/p>\n<p>\"We haven't been told yet. It would be rejected by our<br>\nresidents,\" Albert told The Jakarta Post.<\/p>\n<p>Besides PT Wira Golfindo, three other private companies which<br>\nclaimed to use advanced technology are expected to operate here<br>\nin 2003.<\/p>\n<p>The three firms are PT Bio Fertilizer Indonesia (BFI) in West<br>\nJakarta, PT Inter Indo Global in East Jakarta and PT Putra Bakti<br>\nMahkota in North Jakarta.<\/p>\n<p>PT BFI plans to build its plant in Duri Kosambi which could<br>\nprocess 1,800 tons of garbage a day while PT Putra Bakti proposed<br>\nto process 2000 tons of garbage a day in its plant in Marunda,<br>\nNorth Jakarta.<\/p>\n<p>The city administration allocated Rp 90 billion for the<br>\nhandling of garbage this year; Rp 11 billion for maintenance;<br>\nRp 66 billion for the purchase of trucks and excavators and other<br>\nheavy equipment. Last year's budget for the garbage handling was<br>\nRp 43 billion.<\/p>",
