Jakarta \u2014 Hari Karyuliarto, who served as Director of Gas at PT\nPertamina (Persero) from 2012 to 2014, testified at the Corruption Court\n(Tipikor) on Monday that the company\u2019s procurement of liquefied natural\ngas (LNG) from Corpus Christi was accompanied by comprehensive studies,\nas part of his defence witness testimony.<\/p>\n
During the proceedings, Karyuliarto stated that Henny Trisnadewi,\nformer Manager of LNG Trading at Pertamina, confirmed that four\nconsultants were involved in the LNG procurement process.<\/p>\n
\u201cThere were FGE, Wood Mac, McKinsey, and a top international ship\nconsultant to prepare the LNG procurement and contract signing,\u201d\nKaryuliarto said following the witness examination session at the\nJakarta Central District Corruption Court.<\/p>\n
He further argued that the allegation that the LNG procurement in his\ntenure lacked proper studies was therefore refuted by evidence. The\nvarious consultants had examined market analysis, risk assessments,\nfuture projections, the gap between supply and demand, and pricing\nconsiderations.<\/p>\n
Additionally, Karyuliarto stated that internal studies had identified\nrisks should the company fail to proceed with LNG procurement from the\nUnited States. \u201cBecause at that time it was the only option that was\nmost competitive and cheapest,\u201d he explained.<\/p>\n
Karyuliarto is a defendant in a corruption case involving alleged\nirregularities in the procurement of LNG from Corpus Christi\nLiquefaction LLC (CCL) by Pertamina and other related institutions\nduring 2011-2021. The case also implicates Yenni Andayani, who served as\nVice President of Strategic Planning and Business Development in\nPertamina\u2019s Gas Directorate from 2012 to 2013.<\/p>\n
Both defendants are accused of causing state financial losses of USD\n113.84 million, equivalent to IDR 1.77 trillion, through unlawful\nconduct that enriched Pertamina President Director Galaila Karen\nKardinah (also known as Karen Agustiawan) by IDR 1.09 billion and USD\n104,016, whilst enriching CCL by USD 113.84 million.<\/p>\n
The prosecution alleges that Karyuliarto failed to establish\nguidelines for the international LNG procurement process and proceeded\nwith LNG acquisition from Cheniere Energy Inc., whilst Andayani proposed\nthat Karyuliarto sign a Circular Board of Directors Minutes regarding\nthe decision to sign LNG purchase agreements for Train 1 and Train 2\nfrom CCL without supporting economic studies, risk assessments,\nmitigation plans, or secured LNG buyers under binding agreements.<\/p>\n
