        "content": "<p>Former KPK Deputy Chief Saut Situmorang has commented on the\ncorruption case involving the management of PT Quality Success\nSejahtera\u2019s (QSS) bauxite mining permit (IUP) in West Kalimantan\n(Kalbar) from 2017 to 2025, handled by the Attorney General\u2019s Office\n(Kejagung).<\/p>\n<p>Saut stated that law enforcement agencies are likely focusing on\nproving the primary criminal act before expanding the investigation to\nother suspected parties involved in the case.<\/p>\n<p>\u2018I think the prosecutors\u2019 strategy is that the crime has occurred;\nnow it\u2019s about who did what,\u2019 he said in a statement on Thursday (28\nMay).<\/p>\n<p>Saut explained that discrepancies between the actual mining location\nand the area specified in the permit are not uncommon in the mining\nindustry.<\/p>\n<p>\u2018It\u2019s common for mining sites to differ from the permitted area;\nillegal mines typically operate outside their licensed zones or without\npermits,\u2019 he added.<\/p>\n<p>Thus, Saut stressed that law enforcement should thoroughly\ninvestigate those who issued the mining permits, including any backing\nor protection from relevant parties, as instructed by President Prabowo\nSubianto.<\/p>\n<p>\u2018In this case, the focus should be on the permit issuers. If\nbusinesspeople will do anything, then who are the government\nofficials\u2014ministry or regional authorities\u2014who issued the permits?\u2019 he\nsaid.<\/p>\n<p>Saut also recalled that in 2016, mining permit authority was in a\ntransitional phase between central and regional governments.\nInvestigators must determine who had jurisdiction when the permit was\nissued.<\/p>\n<p>\u2018In 2016, I remember permit authority was still with the central\ngovernment or regional authorities; it depends on who intended to act\nmaliciously,\u2019 he said.<\/p>\n<p>Meanwhile, Commissioner of the Indonesian Prosecutors Commission\n(Komjak), Nurokhman, confirmed his office would monitor the corruption\ncase involving businessman Sudianto, alias Aseng, handled by the\nAttorney General\u2019s Office.<\/p>\n<p>\u2018Komjak is monitoring the case and confident the Attorney General\u2019s\nOffice will resolve it from start to finish,\u2019 he said.<\/p>\n<p>The Attorney General\u2019s Office previously named Sudianto (SDT),\nbeneficial owner of PT QSS, as a suspect in the alleged corruption over\nmismanagement of QSS\u2019s mining permit in West Kalimantan.<\/p>\n<p>Sudianto is accused of directly managing mining activities outside\nthe permitted area by controlling the company\u2019s operations.<\/p>\n<p>Recently, the Attorney General\u2019s Office added four more suspects: YA,\nas QSS Commissioner; IA, as QSS Permit Consultant and BMU Director; AP,\nas QSS Director; and HSFD, as Mining Analyst at the Mineral Business\nDevelopment Directorate of the Ministry of Energy and Mineral\nResources.<\/p>\n<p>Head of the Attorney General\u2019s Office\u2019s Legal Public Information\nCentre, Anang Supriatna, stated the case began when Sudianto (SDT) and\nYA acquired PT QSS, a bauxite mining company. He explained that PT QSS\nwas proven to mine outside its permit area.<\/p>\n<p>The illegally mined bauxite was then exported using PT QSS\u2019s official\ndocuments, including the IUP-OP, Work and Budget Plan (RKAB), and Export\nApproval Recommendation.<\/p>\n<p>\u2018In reality, bauxite mining did not occur within PT QSS\u2019s permitted\narea, yet they sold illegally obtained bauxite from outside the zone,\u2019\nhe said in a written statement cited on Monday (25 May).<\/p>\n<p>During implementation, he noted, bribery occurred in processing\nexport documentation. Suspect IA communicated and paid money to HSFD, a\ngovernment official and analyst at the Ministry of Energy and Mineral\nResources.<\/p>\n<p>\u2018Thus, permits were unlawfully issued despite documents not meeting\nrequirements,\u2019 he added.<\/p>",
