The administration of foreign worker (TKA) usage in Indonesia has\nentered a new era. The government has begun consolidating services that\npreviously operated through various ministerial and institutional\nsystems into a single window via the Online Single Submission (OSS)\nplatform.<\/p>\n
This step was marked by the signing of a Joint Decree (SKB) regarding\nthe integration of cross-ministerial\/institutional TKA service systems\nin Jakarta on Wednesday (9\/9\/2026).<\/p>\n
Minister of Manpower Yassierli stated that the unification of the\nsystem is intended to make the service process for the business world\nsimpler, faster, and more certain.<\/p>\n
\u201cThe process must be simpler, faster, and certain. Integration must\nnot add extra stages, but rather provide better service,\u201d said Yassierli\nfollowing the signing of the SKB.<\/p>\n
Through this new system, foreign worker services can be accessed via\nthe OSS, which is under the Ministry of Investment and Downstreaming.\nThe system connects the SIAPKerja platform owned by the Ministry of\nManpower with the All Indonesia system under the Ministry of Immigration\nand Correctional Services.<\/p>\n
For the government, integration is not merely a matter of merging\ndigital systems. The use of foreign workers remains directed towards\nmeeting labour needs for specific competencies, particularly in fields\nrequiring expertise that is not yet fully available locally.<\/p>\n
Yassier\u2019sli noted that the presence of foreign workers is also linked\nto the process of technology and skill transfer to the Indonesian\nworkforce. At the same time, the government hopes that the use of\nforeign labour will help strengthen the absorption of local workers.<\/p>\n
The integration is the result of collaboration between three\nministries: the Ministry of Manpower, the Ministry of Investment and\nDownstreaming\/BKPM, and the Ministry of Immigration and Correctional\nServices.<\/p>\n
The Minister of Investment and Downstreaming\/Head of BKPM, Rosan P.\nRoeslani, assessed that cross-ministerial cooperation is necessary so\nthat investment services can move more quickly without ignoring\napplicable regulations.<\/p>\n
According to Rosan, this collaboration is expected to impact the\neconomy, job creation, and public welfare.<\/p>\n
Meanwhile, the Minister of Immigration and Correctional Services,\nAgus Andrianto, mentioned that inter-ministerial cooperation regarding\nforeign worker and foreign investor services had actually been ongoing.\nThe signing of the SKB this time serves as the formalisation of that\ncooperation.<\/p>\n
\u201cThis is the formalisation of what we have been doing all this time,\u201d\nsaid Agus.<\/p>\n
He expressed hope that the unification of data across systems would\nprovide certainty for foreign investors, especially in investment\nprocesses that require administrative clarity and efficient service.<\/p>\n
With this integration, the government is positioning ease of service\nand investment certainty as two parallel objectives.
